One debate regarding the distribution of medical resources involved the assertion in Sade [1974] that the right to receive medical services is only a negative right and the criticism of this position in Beachamp and Faden [1979]. While presenting claims that receiving medical treatment is a negative right that follow from the arguments discussed in Chapter 2 of this book, Engelhardt [1986] at the same time also examines other lines of argument, and in the end does not clearly support any one stance. Other relevant texts include Singer [1976], Veatch [1976], Daniels [1981] and Childress [1981:74-97]. In cases in which equal medical care cannot be given to everyone, Ramsay [1970b] advocates indiscriminate selection through a "human lottery." My view is in Tateiwa [2008b] and Tateiwa & Hotta [2012].
