ドイツとフランスが決勝トーナメント進出、女子サッカーW杯

【7月1日 AFP】女子サッカーW杯ドイツ大会(FIFA Women's World Cup 2011)第5日は30日、1次リーグA組第2戦の2試合が行われ、共に2連勝を飾ったドイツとフランスが決勝トーナメント進出を決めた。

カナダに4-0と大勝したフランスは、2試合で勝ち点6を得てグループ首位に立ち、初のベスト8進出を決めた。

一方、前回大会王者のドイツはナイジェリアに苦戦を強いられたものの、後半9分にシモネ・ローダー(Simone Laudehr)の挙げた得点で逃げ切った。

5日に行われる1次リーグの最終戦では、ドイツとフランスがグループ首位での決勝トーナメント進出をかけて、直接対決する。

なでしこジャパン1次リーグ2位通過 準々決勝はドイツと対戦、女子サッカーW杯

【7月6日 AFP】女子サッカーW杯ドイツ大会(FIFA Women's World Cup 2011)は5日、1次リーグA組、B組の最終戦4試合が行われ、すでに準々決勝進出を決めている日本は0-2でイングランドに敗れた。

日本は前半15分にイングランドのエレン・ホワイト(Ellen White)に先制点を奪われると、後半21分にはレイチェル・ヤンキー(Rachel Yankey)に追加点を許した。

イングランドは勝ち点7でB組首位、勝ち点6の日本はB組2位での準々決勝進出となり、ニュージーランドと2-2で引き分けたメキシコは1次リーグ敗退に終わった。

同日に行われたA組の試合ではドイツが4-2でフランスを下し、すでに1次リーグ敗退が決まっているナイジェリアとカナダの試合はナイジェリアが1-0で勝利した。この結果、準々決勝で日本はA組首位のドイツと、イングランドはA組2位のフランスと対戦することが決まった。(c)AFP/David Hein

弱点のアフリカに戦略車を投入 中国勢に勝負かけるホンダ二輪

ホンダが二輪車でアフリカに攻勢をかける。出遅れていた最後の成長市場で挽回を図るため低価格戦略車を8月に投入するのだ。

年間1145万台(2010年度)を販売するホンダは、世界最大の二輪車メーカー。特に、東南アジアでのシェアは高く、ほとんどの国で過半を握っている。今後の成長余地もまだまだ大きい。

年間1145万台で売上高1兆2881億円という10年度の実績に対して、「将来的には新興国を中心に3000万台近くにまで伸びる」(ホンダ関係者)と見ている。

新興国でのおよその収益構造は、「工場建設に100億円を投入し、年間売上高約500億〜600億円を見込み、2年分の利益で100億円を回収」というもの。資金も期間も四輪事業の数分の1以下ですむ機動的なビジネスだ。二輪事業の営業利益は1385億円、売上高営業利益率は10.8%と四輪事業の3.9%よりも高い(10年度)。

ホンダの屋台骨を支え、アジアでは向かうところ敵なしの二輪事業だが、アフリカではまったく事情が異なる。

年間300万台が販売されるアフリカ大陸全体でのホンダのシェアはわずか1%程度。ほとんどを中国とインドの格安二輪車メーカーに握られているのだ。

アフリカ市場は「格安のバイクを壊れるまで乗りつぶして、アフターサービスは気にしない」という特性があるという。そうした前提で作られた二輪車と価格差が生まれるのは必然だ。

現在、ホンダの主力商品である排気量125ccの二輪車はナイジェリアでは10万円以上で売られている。これに対して、中国やインド製の格安二輪車は5万〜7万円程度だという。

その市場に8月、新たな戦略車を投入し、勝負をかける。

新車種は、中国での部品調達体制を見直し、品質を落とすことなく安価な部品を入手、それをナイジェリアの工場で組み立てることにした。

その結果、日本円にして約6万5000円を実現した。5万円程度という中国車の価格よりは高いが、インドのメーカーであるパジャージの主力車種と同等になる。まずはナイジェリアで販売し、アフリカ全土を狙う。

「15年ほどたてば、アフリカはホンダにとって大きな市場になる可能性がある」と見込む。

2000年代初頭、ベトナムなどで中国製の粗悪なコピー二輪車が市場を席巻。ホンダの地位が脅かされた時期があった。しかし、コピーメーカーが決してまねできないレベルの安くて壊れない二輪車を投入することで、再びシェアを挽回することに成功した。

ホンダがアフリカで狙うのは、アジアビジネスの成功に学んだ一気呵成のシェア奪取だ。

フォトレポート/初の三回戦進出を賭けて〜CL予選「エクラナスvs.バレッタ」

前回のレポートではヨーロッパ・リーグ予選を扱いましたが、今回はチャンピオンズ・リーグ予選を取り上げましょう。チャンピオンズ・リーグといえば「メガクラブの華やかな祭典」というイメージが強いですが、本来はその名の通り、ヨーロッパの優勝クラブが覇権を争う大会です。放映権高騰で莫大な収益が動くが余り、メガクラブらの圧力で上位リーグの2位も参加できるようなったのが14年前。その後は「チャンピオンズ」の名前に反して3位や4位のクラブまでもが出場し、準決勝に同じ国の3クラブが進出することすら稀でなくなりました。中小国の票を得てUEFA会長に就任したミシェル・プラティニの甲斐もあり、2年前より予選ラウンドがリーグランク下位の優勝クラブと、リーグランク上位の優勝しなかったクラブに分かれたことで不公平感は幾分と解消されました。それでも本選進出はまだまだ狭き門。リヒテンシュタインを除くUEFA加盟国52ヶ国の王者のうち、リーグランク14位以下の39ヶ国のクラブが、わずか5つの座を賭けて戦っています。

クロアチア在住時からチャンピオンズ・リーグ予選ラウンドを取材し、その重みと困難さを感じてきました。リトアニアに移って初の取材となるカードは、予選二回戦第2レグの「エクラナス・パネヴェジース(エクラナス)vs.バレッタ(マルタ)」。クロアチアと違い、どちらも国も未だかつて本選経験がありません。 このブログでも二度登場しているエクラナスは、目下国内リーグ三連覇中のリトアニアの強豪。リトアニアのリーグランクは32位でバルト三国で最上位に位置します。しかし、エクラナスはここ二年、二回戦から出場すると同時にバクー(アゼルバイジャン)、HJKヘルシンキ(フィンランド)に敗れてきました。過去に戻り、他の欧州カップを含めたとしても二回戦が最高の成績。このステージが彼らにとって最大の壁となっています。

一方、マルタのリーグランクは加盟国では下から二番目の52位。リーグ優勝20回を誇るマルタの古豪バレッタは、昨季一試合も負けることなく3年ぶりのリーグ優勝を達成しました。ちなみに一シーズン前にはヨハン・クライフの息子ジョルディがこのバレッタで現役最後のシーズンを送っています。 サンマリノ、マルタ、アンドラ、ルクセンブルクの王者同士がぶつかるチャンピオンズ・リーグ予選一回戦は、運良く格下のサンマリノ王者トレ・フィオリを引き当てました。初戦を敵地で戦ったバレッタは、パスサッカーと個人能力で相手を蹴散らして3-0で勝利すると、ホームの第二戦はPK献上でリードされながらも2-1で逆転勝ち。12年ぶりに二回戦へ駒を進めたのです。

エクラナスとバレッタが対決するのは初。一期一会になるかもしれないカードが実現することが、予選ラウンドの醍醐味の一つでもあります。バレッタのホーム出迎えた初戦は、前半立て続けにゴールを決めたエクラナスが3-0でリードするも、その後はバレッタが追い詰めて2-3で終了(試合動画)。「圧倒的」とまでいかないまでも、優位に立ったエクラナスが果たしてバレッタをどう料理するか。前置きが長くなりましたが、今回もフォトレポートで試合の様子をお伝えします。(試合の開催日は7月19日)

マルタを代表する国際的アタッカー、マイケル・ミフスド(30)。

欧州では最弱の部類に入るマルタですが、最も知名度あるスター選手がこのミフスド。スリエマ・ワンダラーズでゴールを量産した10代の時にはマンチェスター・ユナイテッドからも引き合いがあったという彼は、カイザースラウテルンやリールストロム等を経て、2007年に加入したコヴェントリーで活躍。2010年に帰国するやバレッタに入団し、一時チームを離れたものの7月5日に4年の再契約を結びました。UEFA.comのインタビューではこのように語っています。

「再びバレッタと契約できてうれしい。トレ・フィオリとの第2戦がすべてうまくいけば、リトアニア王者エクラナスとの予選2回戦にメンバーとして参加できる。バレッタがこの大会でマルタ初の予選1、2回戦突破を果たして歴史に名を残せるよう、全力を尽くすよ」

小柄なミフスドの持ち味はシュートレンジの広さとスピード。マルタ代表でもエースストライカーとして83試合26得点を決めています。ちなみにマルタ代表の一員として昨年にクロアチアに来た際は、マルタで購入した26年振りの公式戦勝利記念DVD(ユーロ予選・対ハンガリー戦)に私もサインを頂きました。

エクラナスは5月末にナイジェリア人のウチェナ・カリストゥス・ウメー(19)を獲得。故郷のクワラ・フットボール・アカデミーで4年間鍛えられた彼は攻撃的MFとFWをこなすアタッカーで、エクラナスが最初のヨーロッパ挑戦のクラブ。最初は二軍スタートだったものの、一ヶ月後のカウナス戦でトップデビュー。FW起用されたバレッタ戦では15分にアフリカ人ならではの身のこなしで先制点を挙げました。この日は4-2-3-1の右MFとして出場。周囲を省みない自己完結のプレーが多く、戦術的未熟さは目立つものの、トリッキーなプレーで何度も観客を湧かせました。

ドゥシャン・マトヴィッチ(28)はエクラナスに2008年1月に入団し、三連覇に貢献したセルビア人SBです。献身的なディフェンスと果敢な攻め上がりが特徴で、今年のカップ戦ファイナルでは延長で決勝ゴールを決めました。リトアニアに住む数少ないユーゴ系選手として私も親しい間柄になったわけですが、この試合が別れになるとは後になって知らされるのでした。

マルタからリトアニアに訪れるアウェーサポーターはゼロかと思いきや、70人以上も駆けつけました。太鼓とシンバルを持参した騒がしい応援団です。試合前に私を見つけるや「チャイナ!」と冷やかされたので「日本人だ!」とやり返すと、スイッチが入ったように私に向けて応援を始めてくれました(笑)

4月のレポートでも取り上げたエクラナスのサポーターは、リトアニア語で「第一艦隊」という意味。バレッタに対して「IT'S YOUR LAST FIGHT」という温かいメッセージの横断幕と共に、エクラナス・カラーの帆装軍艦がマルタ騎士に大砲を飛ばすイラストのビッグフラッグを準備しました。彼らはコーナーの一角を占め、メインスタンドとバックスタンドは一般客で埋まります。8割の入りにもかかわらず、観客は3200人ほど。それでも、おなじみの大会アンセムが流れると、盛大な拍手が湧きました。

開始早々のゴールで喜ぶエクラナスの選手達。

前半4分、リトアニアでは指折りのプレスキッカー、MFラダヴィチュスが左サイドから鋭いFKを放つと、主将のDFデドゥラが相手選手二人の背後からどんぴしゃのヘディングシュート。トータルスコアが4-2まで広がります。バレッタが勝利するには3得点が必要となれば、既に勝負は決まったもの。10分にはMFアンジェルコヴィッチの右FKからマトヴィッチがヘディングシュートするも惜しくも左ポストの外へ。平均身長で上回るエクラナスはこうしてセットプレーを上手く活用してきました。

バレッタ・サポーターが賑やかだったのは最初だけ。失点した途端にダレ気味になり、後半になるとこの始末。ムラっ気のある地中海民族ならでは。試合後になると選手達に大きな声でユニフォームをねだってました。

シュート数は上回るも、エクラナスのゴールは揺らせず。

サポーターは勝利を諦める一方で、バレッタの選手は貪欲に得点を奪いに行きました。プレーの精度は決して低くなく、アグレッシブな守備でボールを奪うとスペースを活用しながらパスを繋ぎ、チャンスへと持ち込みます。85分には左クロスからファーポストのミフスドがシュートするもポスト右のネットに。ロスタイム94分にはFWバルボサがミドルシュートを試みますが、GKズバスに止められました。バレッタはポテンシャルあるチームだけに、悔やまれるのは早すぎる失点でした。シュート数は17本で、エクラナスの10本を大きく上回っています。

1-0で勝利し、初の三回戦進出を決めたエクラナス。二人の愛息と共にピッチを歩くマトヴィッチに近づき、写真を撮った後に挨拶に伺いました。

抽選会では1/5の確率で古巣対決になるはずが、対戦相手は隣国ベラルーシのBATEボリソフに。すると、マトヴィッチから予想外の話が返ってきたのです。

『いや、実はこれが僕にとってエクラナス最後の試合なんだ。イスラエル一部のハポエル・イロニ・キリヤット・シュモナ(昨季5位)に移籍が決まった。今後も連絡を取り合おう』

リトアニア・リーグからイスラエル・リーグへの移籍は間違いなくステップアップ。エクラナスのフロントもこれまでの貢献度から快く彼を送り出したそうです。

いきなりの話で少し戸惑いつつも、願いをしっかりと彼に伝えました。

スタジアム外ではエクラナスのサポーターが一騒ぎ。

「ピルモイ・アルマダ」は外に出るや、発煙筒や花火を炊いて応援歌を歌い始めました。昔からのサポーターのおじさんは表情を変えず、遠めから見守っている様子。この後、警察が登場してサポーターを咎めることに。まあ、彼らはフーリガンとは程遠いサポーターなのでこれぐらいは無礼講といったところでしょう。

エクラナスは初めてチャンピオンズ・リーグ予選二回戦を突破し、三回戦へと駒を進めました。対戦相手は新興著しいベラルーシの雄、BATEボリソフ。目下リーグ五連覇中で、2008/09シーズンはチャンピオンズ・リーグ本選に進出。2009/10シーズンにはヨーロッパ・リーグ本選、2010/2011シーズンにはヨーロッパ・リーグ決勝トーナメントまで進出した強豪です。たとえエクラナスが三回戦に敗れたとしても、ヨーロッパリーグのプレーオフへ回ります。マトヴィッチという大事なパーツが欠けたとはいえ、エクラナスの冒険はまだまだ続きます。

通信大手エアテル・ナイジェリアが、青少年を対象としたサッカー選手育成プログラムを始動させた。次世代を担う若手選手の技術力向上に加え、スカウトやコーチに新たな才能発掘の場を提供することも目的だという。

同プログラム「エアテル・ライジング・スターズ」は、アフリカ全土の17歳以下の男女を対象としたもの。南アフリカのスポーツ科学センター(SSISA)の後援を受け、同国でのトレーニングキャンプなどが行われる予定。

サッカーでアフリカに活力を

エアテル・アフリカのアンドリュー・ベイヤー最高マーケティング責任者(CMO)は、「サッカーには、ファンの情熱を通して地域社会をつなぎ、活性化させる力がある。また、選手たちはチームワークの大切さのみならず、人生の教訓をサッカーから学ぶことができる。エアテルはこのプログラムでアフリカにプラスの影響を与えたい」と話している。

FPT、ラオスとカンボジアの通信会社を買収予定

FPT情報通信[FPT]のチュオン・ディン・アイン社長はこのほど、ラオス及びカンボジアの通信会社を買収するための準備を進めていることを明らかにした。しかし、買収対象の企業名は明かしていない。26日付DVTが報じた。

FPTのグエン・テー・フオン副社長は2011年4月に「ラオステレコム社(Lao Tel)及びラオス電気通信公社(ETL)の両通信会社を通じ、8月中にはラオス向けのインターネットサービスを開始する予定」と発表している。

また、FPTはナイジェリアへの進出も検討しており、7月にナイジェリア情報通信技術最大手の「21st Century Technologies社」と包括的な相互協力協定を締結した。

エメニケがスパルタクへ移籍

フェネルバフチェSKのFWエマニュエル・エメニケが、FCスパルタク・モスクワへの移籍手続きを完了した。移籍金は1000万ユーロ(約10億9000万円)。同選手は「ロシアで最も人気が高く、最も輝かしい歴史を持つクラブ」に加入できたと喜びを語っている。

フェネルバフチェSKのナイジェリア代表FWエマニュエル・エメニケが、UEFAヨーロッパリーグにプレーオフから出場するFCスパルタク・モスクワへ加入した。移籍金は1000万ユーロ(約10億9000万円)程度とみられる。

エメニケの移籍について、両クラブは2週間前に合意に達していたが、ようやくスパルタクへ「長期契約」で加わることが正式発表された。24歳のストライカーはモスクワでのメディカルチェックを無事に終え、12日から新天地での練習に合流している。

かつてFCケープ・タウンでプレーしたエメニケにとっては、ここ3カ月で2度目の移籍となった。5月にフェネルバフチェへ加入する以前、カルデミル・カラブクスポルでリーグ戦51試合30得点を記録したエメニケは、スパルタクの公式サイトで次のように語った。「スパルタクはとてもしっかりとしたクラブで、ロシアで最も人気が高く、最も輝かしい歴史を持つクラブだと皆に言われた」

世界人口、年内に70億人に達する見込み 仏調査

【8月19日 AFP】世界人口が年内にも70億人に達するとの統計結果を、フランス国立人口研究所(National Institute for Demographic Studies、INED)が18日発表した。アフリカでの著しい人口増加が、他地域での出生率低下を相殺しているためだという。

統計結果は、国連(UN)や世界銀行(World Bank)、複数の国立研究機関の調査結果を総合して導いたもので、今後も世界人口は増え続け、21世紀末までには90億〜100億人程度で落ち着くと予測している。

1999年の時点では2011年の世界人口を60億人と予測していたが、出生率と死亡率の差の関係から、わずか12年間で予測を10億人も上回った。

INEDでは、世界人口は今後、14年間をかけて80億人に達し、その後は増加の度合いが徐々に落ち着いていくと予測する。

世界人口の半数がわずか7か国で占められているため、これらの国々の人口推移が世界人口に大きな影響を及ぼす。

7か国で最も人口が多いのは中国の13億3000万人で、2位がインドの11億7000万人。以下、米国、インドネシア、ブラジル、パキスタン、ナイジェリアと続く。

だが、INEDは2050年までの間に、インドの人口が中国を抜いてトップに躍り出ると予測する。1人っ子政策の結果、中国の人口増加が鈍化しているためだ。

世界規模では人口は増え続ける一方、その増加率は50年前の2%から1.1%へと減少している。これは1人の女性が生涯に産む子どもの数が、1950年の半分の2.5人に減っているためだ。だが、アフリカの女性は平均で4.7人の子どもを産んでいるが、ヨーロッパの女性は1.6人と、地域差も大きい。(c)AFP

ドニエプル、小型衛星7基を打ち上げ

ロシア連邦宇宙局とISCコスモトラス(ISC Kosmotras)社はモスクワ夏時間8月17日11時12分(日本時間16時12分)、小型衛星7基を載せたドニエプル・ロケット(Dnepr)を、ヤースヌイ宇宙基地(Yasny Launch Base)から打ち上げた。

打ち上げられたロケットは順調に飛行し、打ち上げから数分後、7基の衛星をそれぞれ所定の軌道に投入し、打ち上げが成功した。ドニエプル・ロケットの打ち上げは昨年6月以来、約1年ぶり。

搭載された小型衛星はナイジェリアの「NigeriaSat 2」と「NigeriaSat X」、ウクライナの「Sich 2」、トルコの「RASAT」、イタリアの「EDUSAT」、アメリカの「ApprayzSat-5」と「ApprayzSat-6」の7基。また、今回の打ち上げには、ウクライナのアビオニクス「BPA-2」も搭載されていた。

ドニエプル・ロケットは大陸間弾道ミサイル「R-36M」を改造した3段式のロケットで、ISCコスモトラス社が運用を担当している。

ナイジェリア国連機関ビルで爆発、18人死亡か

ビルに自動車が突っ込んで爆発しており、自爆テロとみられる。犯行声明は出ていない。

ビルには、世界保健機関(WHO)など多数の国連機関事務所があり、計約400人が勤務しているという。死傷者は増える恐れがあり、国連機関を標的とするテロでは近年でも最大級の惨事となる可能性がある。

現地の日本大使館によると、このビルでは日本人職員4人が勤務しているが、全員無事が確認された。

アブジャでは6月にも、国際テロ組織アル・カーイダ系武装組織との関係が疑われるイスラム過激派武装勢力「ボコ・ハラム」が、警察本部駐車場で爆弾を積んだ車を爆発させる自爆テロを起こしている。石油収入の地元還元を訴える武装勢力「ニジェールデルタ解放運動(MEND)」も昨年10月、独立50周年式典の最中に車を爆破させる爆弾テロを仕掛けている。

【8月27日 AFP】ナイジェリアの首都アブジャ(Abuja)で26日、国連(UN)のビルに車が突っ込む自爆攻撃があり、少なくとも18人が死亡した。現在、ビル内に取り残された人々の救出作業が続けられている。また負傷者60人あまりが病院で手当てを受けており、ラジオでは輸血のための献血が呼び掛けられている。

自爆犯は国連ビル敷地内の2つのゲートを車で突破し、そのままビルに突っ込んで自爆。爆発でビルの1、2階部分は大破した。

AFPには、ナイジェリアのイスラム過激派ボコ・ハラム(Boko Haram)の広報を名乗る男から電話による犯行声明があり、この男は今後もテロ攻撃を続けると警告した。声明の信憑性は確認できていない。

ボコ・ハラムは直近の数か月、アフリカで最も人口が多く最大の産油国であるナイジェリア国内で数々の爆破攻撃を行ってきたが、国際機関が標的とされたのは今回が初めて。

ナイジェリアの国家緊急事態管理局(NEMA)の広報担当によると、爆破テロに使用された車は国連ビルの敷地の2つのゲートを突破した後、ビルの受付近くで爆発したという。また目撃者によると、白のスポーツ用多目的車(SUV)が敷地のメインゲートを猛スピードで突破した後、立て続けに2回の爆発音がしたという。現場の画像を見ると、ビルの最下階が破壊され、窓ガラスが割れ、残骸が散乱している様子がうかがえる。

ナイジェリアのジョナサン大統領は「野蛮かつ愚かで卑劣な攻撃」と犯行を非難した。またアブジャ周辺の警備を強化したことを明らかにし、犯罪者に裁きを受けさせるために全力を挙げるとの声明を出した。

また国連の潘基文(パン・ギムン)事務総長は記者会見で、犠牲者の正確な数は不明としながらも「かなりの人数」になるとの見通しを示した。

標的にされた国連ビルはナイジェリアにおける国連活動の拠点で、26の国連機関事務所が入っており、事件当時ビル内には400人もの職員がいた可能性がある。潘事務総長は「人助けに人生を捧げてきた人々に対する攻撃」だと強く非難した。

アブジャではここ数年、何度か爆破テロが発生している。6月には警察本部で車が爆発し、少なくとも5人が死亡。その1カ月後にも、アブジャ郊外の教会近くで爆発が起き、少なくとも3人が死亡した。また昨年10月には、独立50周年記念式典の会場近くで車が爆発し、少なくとも12人が死亡した。

IDG Connect recently carried out a study on the state of IT Skills worldwide and a number of interesting facts have come to light regarding Africa. The study was based on the survey of 3169 IT professionals from 105 countries.

“The striking thing about these results is that most people surveyed do not appear to believe there is an IT skills shortage. Although across the globe the majority of those who took part stated that senior technical skills were most lacking from the market place,” said Kathryn Cave, Editor at IDG Connect International.

To the question of how many IT vacancies are open in Africa, 40% of the professionals surveyed believed that there is a medium volume of vacancies available. This is compared to about 15% who believed there is a high volume of vacancies open, while 30% said that there are very few vacancies available. The study revealed that the majority of the participants felt that senior technical skills were missing from the market. A high percentage (almost 80%) said Africa needs more senior personnel, while just over 30% suggested a need for business or entry level staff.

The majority of people surveyed across all regions also believed the economy was a big reason for most IT employment problems. While North America ranked the highest in blaming the economy (over 80%), only 70% of Africans felt that the economy was to blame. Just over 20% said the African economy didn’t play a role.

But Africa and South America ranked the highest when it came to IT training, with about 65% of the people surveyed believing that poor IT training was a major problem in terms of IT employment.

Of those surveyed, a vast majority felt that the lack of interest in IT careers was not an issue in Africa. Just fewer than 30% said that it was indeed a problem, while about 5% had no opinion on the matter.

Although the majority of people surveyed stated that the lack of interest in IT careers was not an issue, 68.75% of Africans, 62.96% of South Americans and 58.15% of Asians believed the best IT talent moves abroad, compared to 14.15% of North Americans surveyed. “Compensations and benefits do not reflect the hardship in the country causing flight of skills to other countries,” commented a business manager from Nigeria.

When asked what they thought were the reasons for IT employment problems in their area, Africa once again ranked the highest, with 71% saying entry level workers have a different work ethic to older employees.

Although the study revealed some interesting trends and movements, Cave added that it only provides a small snap-shot of reality. “No research is ever fully representative and the majority of those who took part in this survey held senior IT roles and had been in their jobs for over two years. In addition to this more than half across all regions did not have plans to change jobs any time soon. This statistic was highest in North America where an overwhelming 78.68% intended to stay put.”

(CNN) ナイジェリア政府当局者によれば、同国南西部イバダン近郊でダムが決壊して洪水が発生、102人が死亡した。

ナイジェリア政府関係者によれば、28日夜から29日にかけての豪雨でオドオナ川が氾濫、エレイェレダムが決壊したという。

現地で救援活動を行っているナイジェリア赤十字によれば、救援隊がこれまで入れなかった地域に到着すれば、犠牲者の数はさらに増える可能性があるという。

家を流された住民のために避難所が作られたほか、政府は救援物資をイバダンや周辺地域に送り込んでいる。

赤十字の広報は30日、CNNの取材に対し、家を失った住民は数千人に上り、うち約1500人が政府と赤十字が運営する避難所に滞在していると答えた。避難民には非常食やマットレス、毛布などが支給されているという。

ナイジェリア政府は、下水道が未整備もしくはゴミなどで詰まっている場合には、雨期には都市部でも洪水が起きる可能性があると警告している。

ナイジェリア 洪水で死者多数

アフリカ西部のナイジェリアでは、南西部を中心に、大雨で洪水が発生したりダムが決壊したりするなどして少なくとも102人が死亡しました。

ナイジェリアでは、先週末、南西部の地域で大雨となり、各地で洪水が発生しました。地元の赤十字によりますと、最大都市のラゴスから北におよそ120キロのイバダンでは、洪水が発生したりダムが決壊したりして、周辺の地域を合わせると少なくとも102人が死亡しました。死者の多くは女性や子どもで、自宅で寝ている間に洪水の被害にあったとみられるということです。また、多くのけが人が出ていることから、地元の州政府が臨時の病院を設けて対応にあたっています。さらに、1500人を超す住民が自宅を失って避難しているほか、ラゴスでも海岸沿いの住宅や店舗が高波で壊れる被害が出ています。ナイジェリアでは、この時期、雨期に入るため、たびたび洪水が発生しており、去年は、およそ50万人が自宅を失ったり避難したりする事態となっています。

この計画はインフラ整備への投資強化を求める、企業や専門家らからの強い要望を受けたもの。政府は企業などと連携して、ICTの分野で普及促進を進める。

ICTはナイジェリアの発展に寄与するだけでなく同国の競争力を高め、同時に切望されている、特に若者の雇用創出にもつながると期待されている。

ナイジェリアは電気通信の分野ではすでに大きな成功を収めている。市場の自由化で、事業者が提供するサービスは向上。世界で最も急成長している通信市場でもある。一方ICTの分野ではまだ、さまざまな課題が残されている。

人民元の国際化、新段階へ ナイジェリアが準備通貨に

強まる経済関係、米ドル偏重から脱却

【香港=川瀬憲司】アフリカ有数の経済大国、ナイジェリアの中央銀行は7日、中国の人民元を外貨準備通貨に加えると発表した。中国との経済関係の拡大に加え、米ドルに偏る準備通貨を多様化したい考え。中国政府が進めてきた人民元の段階的な自由化により、香港など中国本土以外での人民元の流動性も急速に高まっており、準備通貨採用への条件は整ったと判断した。人民元の国際化は各国中銀による準備通貨への本格的な採用という新たな段階に入る。

ナイジェリア中銀のサヌシ・ラミド・アミヌ・サヌシ総裁が7日午後、香港で開いた記者会見で明らかにした。同総裁は5〜6日に北京で中国人民銀行(中央銀行)の周小川総裁らと会い、人民元を準備通貨とする際に必要な枠組みについて大筋で合意し、覚書を取り交わした。世界の中銀で人民元の準備通貨への採用を公式に表明するのは初めてとみられる。

産油国であるナイジェリアの外貨準備高は2日時点で323億ドル(約2兆5千億円)。サヌシ総裁によると、現在は8割近くをドル、残りをユーロやスイスフランなどで運用している。外貨準備高のうち「当面は5〜10%を人民元に切り替える」考えだ。実際に人民元を組み入れるのは「次の四半期(10〜12月)になるだろう」との見通しを示した。

サヌシ総裁は「人民元が国際準備通貨になるのは時間の問題。ドルやユーロと置き換わることはないが、その一つに加わる」と指摘した。人民元が今後、主要通貨に対して上昇が見込まれることも準備通貨としての利点に挙げた。

中国はナイジェリアから原油を輸入する一方、中国からは工業製品の輸出が拡大し、両国間の貿易は2010年に75億ドルに達している。中国企業による直接投資も増加している。中国はアフリカ諸国との経済関係の強化に力を入れており、ナイジェリアによる人民元の準備通貨採用もその流れの中でとらえられる。

人民元は完全な交換性が実現していないが、準備通貨として採用するリスクは低いとみている。今後、中国政府との個別の取り決めを通じて人民元の流動性を確保するほか、香港などのオフショア市場や上海の銀行間市場で人民元や運用対象となる中国国債は「十分に調達できる」(サヌシ総裁)とみる。

中国政府系の英字紙、チャイナ・デーリーによるとモンゴルの中銀も人民元を準備通貨に加えることを検討しているという。中国との貿易や投資が拡大する国々の中から人民元を準備通貨として採用する動きが広がる可能性もある。

アフリカ投資、欧米勢が加速 舞台はサハラ砂漠以南

【フランクフルト=下田英一郎】欧米消費財大手がサブサハラ(サハラ砂漠以南)のアフリカへの投資を加速している。食品最大手のネスレ(スイス)は工場建設などに今後3年間で10億スイスフラン(約890億円)を投じ、米ゼネラル・モーターズ(GM)も生産拠点を拡大する。アフリカには政情が不安定な国も多いが、中長期的には人口増加や資源輸出で稼いだ外貨を背景に巨大な消費市場に育つと判断し、布石を打つ。

ネスレは年内にアフリカに4つの新工場を開設する。ナイジェリア、コンゴ、モザンビークなどで「マギー」ブランドの調味料やコーヒー飲料「ネスカフェ」を生産する。アンゴラやケニア、南アフリカでも工場を建設する方針だ。

ネスレの2010年12月期のアジア・アフリカ地域の売上高は09年比9%増の174億スイスフランで、伸び率は欧米を上回る。このうちアフリカでは33億スイスフランの売上高を計上しており、これを20年までに倍増させる計画だ。

飲料大手ハイネケン(オランダ)は1月、ナイジェリアのビールメーカー5社を同時に買収し、同国での生産能力を3割増強。人口が1億5千万人とアフリカで最も多く、同社のジャン・ボックスメール最高経営責任者(CEO)は「財政問題を抱える南欧に比べ、事業環境は安定している」とみる。8月には、エチオピアのビール2社も計1億6300万ドル(約120億円)で買収した。

自動車大手でも、GMが南ア工場に約1億4千万ドルを投資し、年産能力を5万台規模にする。南ア政府は国内の産業基盤を強化するため、年産5万台以上の自動車メーカーには部品の輸入関税を引き下げており、これを利用する。

アフリカ大陸の人口は現在約10億人で、30年までに5割増えるとの予測がある。少子化で先進国市場が縮小している欧米の消費財メーカーには「限りない可能性を秘める」(ネスレのポール・ブルケCEO)市場だ。

アフリカ諸国の購買力が高まる背景には、資源高で外貨収入が増えているという事情もある。資源分野では中国勢の投資が活発で、国有非鉄大手の中国有色鉱業集団(CNMC)はアフリカ事業に12年までに10億ドルを投資。中国アルミは英豪リオ・ティントとギニアで世界最大規模の鉄鉱石鉱山の開発に着手し、総額120億ドルを投じる。

一方で「アフリカの成長は政情安定が前提条件だ」(独投資銀行DWSのアナリスト、セバスチアン・カールフェルド氏)との指摘は多い。経済協力開発機構(OECD)は昨年5月、11年のアフリカ経済の実質国内総生産(GDP)伸び率を5%と予測したが、コートジボワールなどの政情不安を受け、今年6月に3.7%へ引き下げた。

New Records for Social Media Use in Nigeria's Elections

In 2008, then US presidential candidate Barack Obama broke new ground by using social media in ways never seen before. Yet it was Goodluck Jonathan, the recently elected president of Nigeria, who took the extraordinary step of announcing his bid for the highest office on Facebook. On Wednesday, 15 September 2010, he informed his 217,000-plus fans on the world's most popular networking platform of his intent. Twenty four hours later, 4,000 more fans joined his page. By the day of the election, on 16 April 2011, he had over half a million followers.

Mr. Jonathan's online campaign was only one illustration of the social media fever that gripped Africa's most populous country (with around 150 million people) during its most recent presidential, parliamentary and local elections. A report by two researchers who helped track online traffic during the month-long polls argues that the country's use of social media reached unprecedented levels.* "Nigeria set a new record for recent African elections in the number of reports tracked using social media," it says. In addition to the approximately 3 million registered Nigerians on Facebook and 60,000 on Twitter, almost every institution involved in Nigeria's elections conducted an aggressive social networking outreach, including the Independent National Electoral Commission (INEC), political parties, candidates, media houses, civil society groups and even the police.

The report notes that between 10 March and 16 April 2011, the electoral commission posted almost 4,000 tweets, many in response to voter queries. Using Twitter, commission officials at polling stations around the country also were able to communicate among themselves, and even confirmed the death of one of their members who had been attacked. "Twitter ultimately proved to be the most efficient way to interact with INEC," the document authors report. The commission's use of social media led to its website receiving a record 25 million hits in three days during the presidential election. "By using social media to inspire voters, the electoral commission has redefined elections in Nigeria," analyzed Punch, the country's most circulated newspaper.

The boom in use of social media during elections also helped the media expand their readerships. Shortly before the polls, the Daily Trust newspaper had 32,000 fans on Facebook. A few weeks later, the number had more than doubled to 65,000, placing its online reach beyond its print distribution of 50,000. To build up its fan base, the newspaper also used social media in its reporting. Journalists solicited and used questions from Facebook fans for interviews with the chairman of INEC. Since the elections, the Daily Trust has further increased its Facebook presence, with 95,000 fans by July 2011.

The online networking platforms reflected popular interest. Unsurprisingly, social media use reached its peak during the presidential election on 16 April. On that day, a total of 33,460 text messages and 130,426 posts on Twitter and Facebook were sent by some 65,000 voters.

The content was mixed, the authors point out. "Social media, especially Twitter, was used to report occurrences [of fraud] − truthful as well as fabricated." Yet, they add, it played a mostly constructive role during the post-election violence by exposing unfounded rumours.

"Social media tools," the report concludes, "revolutionized the efficiency of election observing by increasing coverage and reporting, while minimizing costs.... They changed how information was disseminated in Nigeria. Citizens accessed information directly and more accurately, resulting in unsurpassed participation in politics during the 2011 elections."

That upbeat assessment, however, needs to be put in context: An estimated 70,000 people posted contents online during Nigeria's polls, but they were just a tiny fraction of the registered 73 million voters. Still, a new trend appears to have begun.

Nigeria: ICT Can Do More to Boost GDP, Says ATCON Boss

President of the Association of Telecommunications Companies of Nigeria (ATCON), Titi Omo-Ettu, says the country's ICT sector could do better if it is restructured to harmonise the incongruent industries of telecommunication, broadcasting and computing.

TEN years of telecoms revolution in Nigeria

Let us not lose track of our history, I would rather we did not limit our evaluation to only 10 years in the growth process of our industry. Yes, it is 10 years since the mobile licenses were allotted and then a steep rise in growth, which many have called a revolution. But the journey actually started when the decision to liberalise the industry was taken in 1993. That was when NCC was established and it was when the journey truly began.

However, it has been good to the extent that the liberalisation option, which was canvassed in 1990 to 1992 and put to government as option, has proved to be a workable model.

And it also shows that Nigeria cannot remain low forever, if it liberalises properly and sincerely any of its service sectors.

Given the right environment, Nigeria can attain world class status, not by sloganeering, but by taking good decisions.

Contribution to GDP growth

With the benefit of hindsight, we may say if NITEL had been either privatised or enabled to compete we would have done far better.

If we had restructured to harmonise the incongruent industries of telecommunication, broadcasting and computing, we would have done better. If we had embraced true liberalisation in energy supply sector, we would have grown faster. And many other "ifs" which we need not mourn about.

I do not like to talk economics since I do not know the subject. Besides economic indices, on their own do not solve the peoples' problems but only help technocrats to enjoy themselves when they discuss.

For a grassroots engineer, I am more concerned with how my grandmother in the village uses information technology without knowing what she is doing. I am not part of any serious talks about economic indices when I am communicating with the masses.

I don't believe many of those idle indices, which those who manage the polity use to confuse us and do nothing while indices show they do something.

CDMA sub-sector

Until what is the exact cause or causes of their predicaments are studied and known, I do not like to make prescriptions.

Quality of service

Again it requires a study into what the problems are so that a true solution can be prescribed.

How to overcome the problem

I do not know the problem. I can begin to theorise because I know the subject of telecommunications in theory and in practice, but I am trained to study a problem to know what it is before I prescribe a solution. If I am teaching telecommunications in class, I will engage in theories. But when I am solving telecommunications problems, I conduct studies.

Impact of submarine cables

The issues are about motivating the industry to grow investment and extend broadband Internet access to all nooks and crannies of the country. If extension service providers are many, competition will set in and prices will come down while quality will go up.

It is in appreciation of this that association held the Broadband Investment Summit to brainstorm on what we should do to achieve the needful progress.

We already have a working paper and we are setting to work right away. We shall work with government and the regulators to generate a good broadband policy and open up a regime that can encourage investors to invest and the citizens to be aware of how and what to use the available resources for them to be more productive. When we get to make a case for funding, we shall make it. That is the ATCON game plan.

Dearth of manpower in the industry

We are serving as a support agency and rallying point for our members to get access to skills development at lower costs than normal and at a speed that is also faster than the traditional.

There is nothing wrong in making investments if the correct consultations have been made with those who truly know the subject. I do not know about satellites and I do not like to discuss it, to be or not to be.

Exclusion of ICT in economic management team

I do not think it is only when an ICT representative is included in an economic committee's work that the committee's output can be enhanced regarding ICT matters.

What is important is the content and quality of input the committee seeks from the diverse sectors of the economy. It is possible for someone who is a loafer in ICT to be included only to make up figures and not make any meaningful contribution. Would that have been a good alternative?

A committee is expected to spread its feelers to all areas of its need and seek input. To me, the character of a committee derives from who the chairman is and I usually judge the seriousness of government by the pedigree of who it chooses as chairmen of public assignment teams.

I have respect for the chairman of the committee in question and I think it may be okay. I do not know who is who in the committee, as a matter of fact, and it counts to know them and assess who they are, rather than what interests they represent.

Etisalat Nigeria is evading the current mobile price war in Nigeria by embracing new innovative ideas in a bid to capture market share from its competitors.

That’s according to John Murray, Etisalat Nigeria Chief Information Officer (CIO).

Etisalat Nigeria is currently competing with other mobile operators including MTN Nigeria, Airtel Nigeria and Glo.

“The market is still growing. Customer demographics are difficult to measure because the average revenue spend is low. The operating costs to do business in Nigeria are high due to the weak or non-existent infrastructure,” said Murray.

“As a new entrant into the mobile market, we’re competing against companies that have been in the market for about 8 to 10 years longer than us,” said Murray.

“We’ve had to be real innovative and creative on how we bring something new into the market. We really don’t want to compete on price considering that the prices are already too low. We compete on innovation and service quality.

Nigeria’s mobile market

“Etisalat is a late entrant in the Nigerian mobile market and currently ranks in the 4th position with about 10 million mobile subscribers,” said Murray. Murray said Etisalat Group operates in Africa, Middle East and Asia. The company is broken into 3 ‘clusters’. The African cluster includes Nigeria, Sudan, Tanzania, plus a cluster of 7 West African French speaking countries like Cote d’Ivoire, Burkina Faso, Chad, Niger, Mali, Benin and Togo.

“Nigeria is definitely the biggest African mobile operation for Etisalat,” said Murray.

How can business people be successful in Africa’s mobile market?

“You need 3 key components to be successful in the African marketplace. You need a shareholder component, you need strategic partnerships with very capable providers and you need to be able to energise the indigenous people,” said Murray.

“The Nigerians need to feel that they’re part of the success and feel that it’s also their business,”said Murray.

“Nigeria is not an easy market, it’s a very high risk market,” confirms Murray.

What are your personal sentiments regarding Asian companies that are investing aggressively across the African continent?

That’s a great question. I have a lot of respect for the Chinese people that have come into Africa. The reason I respect them is they’re putting large capital at risk. When the Chinese come in, they work directly with the average African.

You find them on the streets, eating, conducting business and shopping with the average African. Most expats tend to live in a bubble, separated from the African experience. The Chinese are integrated into the Nigerian communities.

“Africa is fascinating; it’s really the cutting edge business industry. There’s enthusiasm and the willingness to take a risk and try new things. The rate at which adaptation is coming is so quick, you just see things change on a month to month basis,” concludes Murray.

SIMカードを手に入れたらクレジット(残高)をリチャージ(追加)しなくてはいけません。アフリカではプリペイド方式が一般的ですので、必要なときに必要な分だけ残高を入れて使います。だから、旅行者でも便利に携帯を使えます。リチャージカードも携帯ショップや商店とかで簡単に手に入ります。

セネガル、ギニア、マリ、ガーナ、ベナン、ナイジェリア、ガボン、コンゴとほとんどの国ではリチャージカードを購入して残高を追加していました。ただカメルーンだけは違っていて、自分の残高を売っている人の携帯から、必要な分だけ残高を移してもらうという不思議な仕組み「トランスファー」が一般的でした。

ギニアのOrangeの場合「*124#」でリクエストかけるとこのように携帯クレジット残高の確認ができます。コンゴのMTNなら「*137#」のように、どこの国も「*3桁の数字#」で同じように残高の確認ができました。

Nigeria's Glo plans 200 stores over two years

Globacom, a mobile telecoms operator, on Tuesday revealed plans to roll out about 200 Glo Zones in Nigeria over the next two years.

Dimeji Amoo, Globacom Nigeria Head of West 2 Territory told reporters that the new facilities would help enhance telephone service delivery.

According to Amoo, the plan for the new stores is to "make telephone services available in the remotest parts of the country."

The company said that Glo Zone stores in Ikare-Akoko make the company the first operator to bring such services to customers in the area.

"The new centre will provide effective customer service to the people of Ondo north senatorial district. Most of the services provided at our head office can be offered at the Glo Zones, including the correction of damaged recharge cards, SIM registration, BlackBerry operations and establishing international roaming, adds Amoo.

The expansion comes as the Nigerian mobile sector faces a tumultuous move toward registering all SIMs in the country.

Nigeria: Mobile Health Technology Is Key to Repositioning Nation's Healthcare System

FOR Nigerians who can afford it, seeking medical attention abroad is routine. No thanks to them, health professionals within the medical industry in the United Kingdom, United States of America, Germany, and increasingly, South Africa and India, are smiling to the banks.

For Nigeria to reverse this ugly trend, and position itself to achieve Vision 20:20:20 and the Millennium Development Goals (MDGs), the establishment of good healthcare delivery system is non-negotiable.

No doubt, a number of factors have hampered the rapid growth of the country's healthcare system, range from inadequate facilities/infrastructure, shortage of personnel, Information system, inadequate training and high illiteracy rate among the people, power (electricity) and bandwidth. However, in some parts of the world, telemedicine has been used to overcome these challenges.

Over the past few years, efforts have been made by the government to address these challenges. In line with the Declaration of the Alma-Ata in 1978 which highlights health as the most important "world-wide social good" and the United Nations 2000 Declaration of the Millennium Development Goals, Nigeria has been striving to harness its resources to achieve efficient and functional healthcare for its people.

Specifically, the National Primary Healthcare Development Agency, an agency under the Health Ministry in Nigeria responsible for development and strengthening of primary healthcare nationwide, was formed to support the promotion and sustenability of high quality primary healthcare system and achieve the Millennium Development Goals relating to the health sector.

Alongside efforts by the World Health Organisation and the various UN agencies that deal with health-related issues to improve the healthcare delivery system, concerted efforts are being made to reduce the differential access to technology of the developed and the developing world.

It is at the convergence of health and technology that eHealth initiatives evolved, creating an unprecedented opportunity to improve access to services and innovations. So what is the way out? Enter the mobile health (mHealth) initiative.

Stakeholders at a recent mobile health (mHealth) workshop put together by MTN Nigeria, voted in favour of adoption of the mobile healthcare system. Already, a United Nations report notes that this system has capacity to help meet four of the eight Millennium Development Goals, MDGs. Basically, mHealth broadly encompasses the use of mobile telecommunications devices and multimedia technologies as they are integrated within increasingly mobile and wireless healthcare delivery system.

In order words, it is the practice of medical and public healthcare supported by a mobile device, including the use of voice, data and SMS. By adopting mHealth in the healthcare delivery system, many more people, will potentially be reached and the health of the people and communities will be greatly enhanced.

This approach is particularly important due to the rapid adoption of mobile phone technology in developing countries. While mHealth has matured in industrialised nations, the field is still evolving in a developing country such as Nigeria. But argument for it is strong. As mobile technology grows, more and more people acquire mobile phones and other mobile devices, making them part of their everyday lives.

It then becomes easier for medical personnel to interact with them and provide health services, obtain health information to aid their researches and make it easy for them to provide the right medical solutions to health challenges in remote locations.

It affords the medical personnel the ease of monitoring their patients regardless of their location. Instances abound. Researchers are routinely exploiting the potentials of common cell phones by adapting them to help health workers diagnose and manage sundry disorders and ailments. With the aid of smartphone-based applications, it is now possible to conduct simple but life-saving diagnostic and treatment manuals, and tools to calculate pulse, respiratory rate, and proper drug dosages.

The adaptation of such inexpensive technology to healthcare needs is a fast growing trend across the world. A good one is the latest Apple iPhone which has an in-built device that can monitor a patient's heartbeat. The phone now carries the epitaph, the mobile stethoscope. With that kind of information, a patient can monitor his heart rate and send the information to his doctor who makes use of the information to prescribe the right medication, without necessarily seeing the patient, face-to-face.

Clinicians are also finding iPads they are carrying around are the best new tool for helping elderly patients improve mobility, engagement and even reduce the symptoms of Alzhiemers' or stroke. For hospitals, the value may be more in keeping older patient engaged during inpatient stays, and improving their compliance, mobility and health at home to prevent re-admissions after discharge.

"iPads are also showing up in hospitals, where medical professionals are using them to access patient records, to review medical images, to administer bedside care," Apple's new CEO, Tim Cook said at the iPhone 4S launch event. "Over 80 percent of the top hospitals in the US are now testing or piloting iPad. Indeed, healthcare organisations are fast realising that mobile apps provide opportunities to reach new customers, improve the customer experience, and offer competitive differentiators to improve internal workflow.

According to research, because of the rapid evolution of mobile devices, physician demand, and the healthcare enterprise's need to improve quality and efficiencies, the market for healthcare mobile apps is expected rise to an unprecedented $1.7 billion by 2014.

Even the American Food and Drug Administration, FDA, is loosening up its marketing definitions, and being more specific about mHealth accessories, and is creating a risk profile for mobile software.

A new study by University of Maryland School of Medicine researchers, published in the September issue of the journal Diabetes Care, is one of the first to scientifically examine mobile health technology.

The study indicates that using mobile phones, the Internet and other mobile communications technology to keep patients healthy may have broad applications to help patients and their physicians manage many health conditions.

According to the Principal Investigator, Dr. Charlene C. Quinn, an assistant professor of epidemiology and public health at the University of Maryland School of Medicine, "Mobile health has the potential to help patients better self-manage any chronic disease, not just diabetes." He describes it as one of the first large, reported, randomized clinical studies examining the mobile health industry, which is rapidly growing.

The main objective of eHealth is to use ICT tools and services such as computers, PDAs, mobile phones, internet access, satellite receivers, etc, to improve healthcare service delivery. In developed countries, most of the eHealth (telemedicine) services are focused on computer based health information system.

However, a shift has occurred in the use of ICT for health which considers the widespread appeal for mobile phones. In a paper written by Patricia Mechael on mHealth in developing countries, as at May 2008, 21.2 percent of the world's population was using the internet which comprises 5.3 percent in Africa, 14.0 percent in Asia, 23.8 percent in Latin America and 73.4 percent in North America.

More impressively, the number of mobile phone subscribers has grown to 3.4 billion or approximately half of the world's population with the greatest growth in Asia, Middle East and Africa. Mobile technologies therefore have enabled the mHealth system to decentralize and extend their reach to remote settings, as well as to the people.

Nigeria currently has 80 million active telephone subscribers in just a decade after the launch of GSM and the country is said to have the fasted growing market in the world. Studies of the mHealth system has shown a high success rate in other developing countries like India, Kenya, Tanzania, etc and penetration of mobile network has been a key driver of its high rate of success. The Health Ministry, through its agency, seeks to achieve same for Nigeria, part of which is why it adopted the Public Private Partnership model.

Nigeria: Broadband Penetration - Firm Launches 4G Services

Lagos − Broadband Penetration in Nigeria has received a boost with launch of the latest fourth generation Wireless Broadband Services by Spectranet Limited on its 4G network.

Speaking at the official product launch of the network, the Chief Operating Officer for the company, Rajiv Rao said spectranet 4G is delivered on the most advanced 16 E Wimax technology which facilitates fast, reliable internet access services.

Rao explained that the service will be available only in Lagos at the initial roll out and will be expanded to major cities in the country soon.

He said, "Compared to some other technologies which are fixed access, the spectranet wireless broadband service will provide a certain level of portability. This is being delivered on the retail friendly frequency better signal penetration and therefore more sable services indoor."

According to him, as part of its contribution to broadband penetration in the country, the company plans to deploy internet access to hospitals and schools in its corporate social responsibility programme.

MTN Nigeria CEO calls for Broadband development

“The development of broadband services in Nigeria is key to the continued growth of the telecommunications industry in the country and will boost shareholders’ confidence in the country’s market,” said MTN Nigeria CEO Brett Goschen wrote in a paper.

Goschen argued that the Internet would be vital in attracting much-needed foreign investment into the country and could propel the country forward based on an improved Internet.

The paper, which was published in full on Monday 24 October 2011,entitled “The Future of Telecommunications: Ten Years Ahead,” provides an overview of the industry over the past decades, and notes the increase in penetration countrywide, but also says that the telecom sector over the coming decade will largely depend on Nigeria’s ability to move forward on Internet development.

In the paper, Goschen urges all companies, including MTN, to look for ways of increasing accessibility, affordability, availability for the service and raising public awareness about Internet in the country.

“There is much room for growth,” said Goschen.

” Nigeria must be willing to make the effort to bring the Internet to rural areas,” concludes Goschen.

Nigeria: ICT critical for economic growth

The Nigerian economy must look to the ICT sector in order to build and develop in the near future, said Signal Alliance CEO Collins Onuegbu.

According to the Daily Trust, Onuegbu believes that the telecom and software industry in Nigeria is vital to achieve a global top 20 economy.

“Nigeria is a developing country while other countries are struggling, but the Nigerian economy is growing faster by 7% and one of the drivers is technology,” said Onuegbu during an interview.

“We are a growing country and there are lots of opportunities in software, telecoms and all forms of infrastructure.”

“We want to employ and grow as the economy grows,” continued Onuegbu.

“The country recognizes that we must sail on the back of ICT, especially with the coming on board of the new ministry of communications technology. It is quite good for all IT companies in the country.”

“The Nigerian government “believes in the power of IT and we understand that in Nigeria there a lot of opportunities that we can develop to push the economy forward and reduce unemployment,” said John Yussif, a ministry official.

Onuegbu is concerned over the proposed ICT Park for the country, which the government has said will help boost infrastructure and investment in the ICT sector.

“There have been lots of debates about it and my worry is that it has become a buzz word. It has been done all over the world, but I don’t see it working in Nigeria because the idea is to create clusters to develop ICT,” he said.

“It is not just about building offices and shops somewhere and calling it an ICT Park, but to build and make available every infrastructure to be supporting the business environment,” concludes Onuegbu.

Q&A: Africa’s INYE tablet bridges digital divide

The Encipher INYE tablet is a 7inch tablet device which runs Google Android 2.1 and allows users to access the Internet, watch movies and listen to music. The INYE tablet is developed by the Encipher Group, based in Lagos, Nigeria. In May 2011, the Encipher Group launched INYE2 tablet.

ITNewsAfrica conducted an interview with Saheed Adepoju, Encipher CEO to get more information regarding Nigeria’s own tablet device.

1. Why did you establish Encipher Group and how did you raise the funding?
We created Encipher originally as a company that builds web applications and works with companies as project managers. The revolution of tablets in 2010 made us to shift our focus to products and services.The company’s initial funding was sought from friends and family.

2. What is the INYE tablet, when was it first released and who is your target market?
The Inye tablet is a mobile Internet device which allows a user to consume audio or visual services which include books, music, movies and web contents. Our target market are people who would require a device with the above definition, however with the evolution of the tablet business, we believe the vertical market space would also enjoy a lot of attention within 6-8months time with lots of devices targeted towards specific needs such as Health, Education etc. I believe we would also play in this space.

3. What operating system does the INYE tablet use?
The Inye tablet uses the Android OS. Inye-1 employs Android 2.1 and Inye-2 employs Android 2.2 upgradeable to Android 2.3.

4. What are some of the core features of the INYE tablet?
The INYE tablet runs Google’s flagship Android OS, allows a user to use SD cards and provides USB supports for USB devices. HDMI outputs are available on the INYE-1.

5. How many INYE tablets have been sold so far and what is the price?
We have sold close to 100 devices and the price for the INYE-1 is $160 currently. INYE-2 will retail for about $300 and will come with a data plan.

6.Which global technology companies are supportive of the INYE tablet?
Google Nigeria has been very supportive as they provided a platform for our launch of INYE-2 in May 2011. This is exciting as Google develops and maintains the operating system INYE uses.
WIRED UK magazine featured us along other technology entrepreneurs in Africa, in their August 2011 edition of their magazine.

7. Is the tablet market growing?
The African tablet market is growing steadily partly due to the explosion of mobile technology within Africa. More and more people are getting online from mobile devices and with the lack of last mile connections across Africa for the internet, we strongly believe the tablet market will cause a surge in the number of people accessing the internet from a mobile device. We strongly believe we are positioned for such an explosion.

8. Do you have your own application (app) developers and an app store?
We have application developers within Encipher who build applications for clients who require tailored solutions. We also have solutions partners who are responsible for building mobile(android) solutions for their own clients and we provide hardware for such solutions.

9. Is the Inye tablet store only based in Nigeria? Do you have an online store?
Inye is currently based in Nigeria at the moment. Once we master our supply chain logistics, it should be easy to replicate in other African countries. We plan on having an online store very soon to cater for both local and international interests.

10. What inspired you to become a technology Entrepreneur?
I wanted to do something radically different. I believed that all the stories of companies starting up outside Africa was equally possible to set up here. I followed all steps, learnt the ropes and executed a strategy.

11. Which African Technology Leader inspires you?
Technology in Africa is still growing and there are great leaders amongst us, however at this time, I draw inspiration from non-African technology leaders.

12. How are you helping young Africans tap into technology opportunities?
By letting them know of strategies on how to start, build, maintain a business. I also try to provide ideas on how to monetize these ideas.

Nigeria: Online Content and Services Begins to Make Inroads Despite the Lack of Affordable, Reliable Broadband

London − Nigerian bandwidth is improving but ever so slowly. There is no sign of a broadband strategy to power this process forward. However, despite this unpromising soil for growth, there are a number of interesting start-ups in the online content and services space that are beginning to establish themselves. Russell Southwood tries to read the tea leaves in a country where data is hard to come by.

At STM1 level, international bandwidth is now down to US$225-250 per meg and will continue to drop once WACS and ACE become operational. There also some signs that up-times are improving on national routes, particularly as carriers fight it out to deliver international bandwidth from Glo and Main One.

Slow improvements on the data access front

However one operator who buys on this route says that carriers still only achieve around 95% up-time. Nigeria has three big cities where the Internet needs to establish a critical mass - Lagos, Abuja and Port Harcourt - which is which is why performance on routes like these is critical. Regular use will not become a fact of life if the service is not reliable to the customer.

The key barrier now is the high cost of delivering this bandwidth at a wholesale level. One operator told us that wholesale capacity delivered in Lagos cost US$500 against US$2,000 in due to high national backbone charges and the same story came back from a range of different people. There are five carriers on this route but magically they all seem to offer broadly similar rates.

Among others, Glo has bought down retail customer data prices by 50% over past year. Prices will continue to go down as volumes rise. One operator reported a 60-75% jump in data use and another told us that there had been a five fold increase in data requirements for a well-known smartphone. According to Main One, the University of Nigeria had bought a 45 meg connection and is already bursting out of it. But as one interviewee told us:"Internet is still a relatively expensive experience."

The use of smartphones and feature phones continues to rise. One of the larger mobile operators already has 60% of its subscribers on S40/Java devices. Smartphones are no more than 10% but this is a small percentage of a huge number of subscribers.

60% of Glo's 17 m active and non-active users have S40/Java devices. Smartphones are no more than 10% and many are bought in the grey market. Another large mobile operator says it 25% of its subscribers on feature phones. Banky Ojutalayo, Executive Director, Starfish Mobile pointed out that:"People continuously change phones, maybe 2-3 times in 12 months for reasons of fashion and theft." No right-minded middle class Nigerian has less than 2-3 phones.

Tablets? There are probably tens of thousands out there. In June of this year, I saw no tablets in a weeks interviewing in the tech community. This time I saw a much larger number. News channel Channels TV is doing an iPad app which will be launched shortly. But one person reported frustration at the bandwidth not being good enough to download Blackberry apps.

Local access delivery continues to be a weak spot. However, one operator is planning to roll out near ubiquitous Wi-Fi coverage in key urban centres in the next 12 months. Glo is testing LTE and waiting for spectrum to be allocated and MTN is provisioning its network in readiness for LTE.

Local access is still mainly through wireless: on 3G (which is much better than it was bit still not great) and Wi-Fi (which is again better but not really yet delivering You Tube streaming levels everywhere). You can get seamless You Tube streaming on parts of Victoria Island (VI) but not really elsewhere. And as Nigerians will be the first to tell you, VI is not Nigeria.

Able to stream video on VI but less well elsewhere. Afam Edozie, FiCres Capital, an investor in WiMAX provider Swift said: "The bottleneck is the last mile. Rolling out infrastructure (at this level) is challenging".

Someone who attended a meeting with mobile operators in January this year says that with one exception, they all failed to spot the coming importance of data. There's a mindset issue. In one of our conversations, the interviewee was at pains to point out that there were literacy problems that constrained data use. But it emerged that 70-80% of its subscribers used SMS.

Despite a steady trickle of stories in local paper Business saying that generating capacity was going up and service delivery getting better in Lagos, I met few people who few people who found that this had happened either in their business or at home. Getting regular energy is a key issue for an economy as large as this and the potential savings are enormous. One interviewee said he paid US$200 a month to the electricity company and US$1,000 in generator costs at home and US$2,000 a month on generator costs in his home.

Despite these difficulties, a much larger "critical mass" of Internet use is beginning to take hold and new content and services start-ups are beginning to take advantage of this new-found audience.

Jobberman begins to change how the jobs market

Jobs site Jobberman started in 2009 when the founders were still in College. As Ayodeji Adewunmi tells it:"It didn't require much capital and we knew we had the technical skills to develop it. We knew the unemployment situation in Nigeria was particularly high amongst young people aged 25-45. We wanted a better user experience and to help people better their chances."

People use the site not only to get new jobs but those in work use it to benchmark their salaries and take the opportunity to see whether they can get jobs outside their immediate experience.

And the business model? It makes money from the employer side as they pay a fee to post a job usually for 30 days and it is free for the job seeker. There are 1,800 jobs on the site at any one time that are live across all sectors and specialisations, both entry level and mid-career plus a couple of C level jobs. They don't yet do blue collar jobs. Applicants can put their CVs on the site and when they apply, the company in question gets your CV. It can also do some basic filtering to cut down on unsuitable applicants.

There are currently 50,000 unique views a day, both from inside and outside but with 95% coming from inside the country. It is currently number 18 in the Alexa.com ratings.

And competitors? According to Adewunmi:" There are some newspapers and a couple of other job sites like Careers Nigeria who also do recruitment. We don't do recruitment." In our view, it will take advertising revenues from print media and the biggest of these is Tuesday's copy of local paper, The Guardian. Its current print circulation is 50,000. Number of readers per copy? Unknown. However, 2-3 million people get news online in Nigeria so it probably has the platform to fight back.

Jobberman also has a mobile site which gets 60-65% of the views total. The more entry level job seekers use a mobile phone more than those already with jobs who browse using a PC in the office.

What was the attitude to online when it started:"When we started, it was hell but now a lot of employees now advertise both in a paper and Jobberman." It is not yet breaking even but believes that it will do so in the not too distant future.

Spinlet - an iTunes for Africa?

Spinlet can best be described as an "i-tunes" for Africa optimized for the large base of mobile users on the continent. Nigerian investment company Verrod Capital met the Finnish developers of the technology Spinlet and bought into the company. Music distribution doesn't really exist in Nigeria except through the pirate sellers.

(Waiting in the departure lounge for a flight to Abuja, one of the stall-holders was putting piles of pirated VCDs in front of people, trying to encourage them to buy. A well-dressed European business man declined politely pointing out they were all pirated and that he was in the business of protecting IP. There were no shortage of Nigerian buyers.)

In terms of handset manufacturers Spinlet has started with Nokia so it has had to get the platform to work on Windows. Also it has an office in San Francisco doing Blackberry and Android platforms. The platform can also work with basic Java phones.

It wants to sell Nigerian music to the rest of Africa and African music from every country across their home borders. You will be able to buy per song for something like US33-35 cents and by album for which they don't want to go above US$5. They are doing deals with labels right now and want to have a million songs to sell. Music rights are general sold for South Africa and the rest of Sub-Saharan Africa.

Airtel Nigeria has introduced an international call rate bundle offer worth N8.33 (about US $0.056) per minute to any of the listed destinations.

The International call bundle offer is structured into three categories: N500 (about US $3.14), N200 (about US $1.25) and N100 (about US $0.62). It is applicable only to pre-paid customers on the Airtel network.

According to the company, the offer is designed to help its pre-paid customers across the country increase their talk time with family, friends and business partners who are in important and popular destinations such as the US, Canada, UK (fixed lines), China and India at appealingly reduced and affordable rates.

Deepak Srivastava, Airtel Chief Operating Officer (COO) said the company’s decision to lower call rates to the selected locations to N8.33 per minute has no doubt removed any barrier that is capable of hindering any of its customers from making important calls to the designated destinations.

【11月1日 AFP】ナイジェリア北部ザンファラ(Zamfara)州で、金鉱の違法採掘が原因で少なくとも2000人もの子どもたちが鉛中毒にかかっていると、州関係者が前月28日、明らかにした。同州ではこれまでに約400人の子どもたちが鉛中毒で死亡した。

5歳未満の子どもたち約2000人の血液から 世界保健機関(WHO)の基準を大幅に上回る量の鉛が検出された。近くに鉛を多く含む金鉱があることが原因とみられる。こうした金鉱のなかには、再三の警告にも関わらず、野ざらしのまま放置されたものも多い。

ザンファラ州では2010年、致死レベルの有毒鉛が報告されている。金鉱の違法採掘の過程で、周囲の村々に鉛の粉じんが拡散したことによるものだ。

同州の緊急対策チームによると、鉛中毒を発症している子どもたちは、鉛に汚染された8つの村に約2000人いるが、鉛の浄化作業は行われていないという。こうした子どもたちは継続的に鉛にさらされている上、処置の遅れにより、より大きな危険にひんしていると対策チームは懸念する。

鉛中毒の短期的な症状としては急な発熱、ひきつけ、意識喪失、視力障害などがあるが、中毒が長期におよぶと、貧血、腎不全、脳障害などを起こす。

だが、国境なき医師団(Doctors Without Borders)によると、地元住民は当初、金鉱採掘を禁じる事態に発展することを恐れ、鉛中毒による病人や死者が出ている事実を隠そうとしたという。

携帯電話契約者数でアフリカが地域別で2位に躍り出たことがわかった。英国に本拠を置く通信関連市場調査のインフォルマ・テレコム&メディアがこのほど最新の報告書として発表したもの。それによれば11年9月末現在で契約者が6億1600万人におよんだことで、トップのアジア太平洋地域に次ぐ規模となった。

アフリカの携帯電話市場は10年末の時点では世界第4位となっていたが、その後11年第2四半期(4−6月)の内に西ヨーロッパを抜き、同第3四半期(7−9月)でアメリカをしのいで2位に浮上した。この成長度合いについてインフォルマの中東・アフリカ地域担当ヘッドのマシュー・リード氏は報告書で、「人口が増加傾向にあること、プロバイダー間の競争に伴い機器の利便性が高まっていることが比較的未成熟なアフリカ大陸の通信市場を大きく拡大させ、世界における順位をも上げた」とコメントした。

インフォルマでは今後のアフリカの携帯電話契約者数について、5年間は世界2位の地域という地位を保持し、16年には10億人に達するだろうと予測。国別ではナイジェリアがその時点でトップの1億5209万人、2位がエジプトの1億1803万人、3位が南アフリカの8056万人になるとの見通しも示した。

一方で、普及率は16年時点でも86.92%と他の地域と比べ低い水準にとどまるだろうとも予測した。アフリカは経済的にも文化的にも多様な国家が集まる中で貧しい国も多い事情から、地域全体で捉えれば携帯電話のみならず家電製品の普及率は低くなりがち。南アフリカやエジプト、アルジェリア、モロッコ、チュニジアでは携帯電話がほぼ完全普及する半面、エチオピアでの普及率は10%に満たないなど国家間で差がある。

ただ、近年は家族に仕送りをするための手段としてモバイル送金サービスが一般化しつつあり、そのための端末として携帯電話の需要が盛り上がっている。これは国の経済の発展いかんにかかわらず普及を押し上げていく要因となりうるもの。地域全体の普及率も高まり、名実ともにアフリカが世界第2位の地位を獲得する時期は遠くなさそうだ。

フィンランドのノキアと独シーメンスの合弁会社ノキア シーメンス ネットワークス(NSN)は、通信事業者と顧客をつなぐ事業者向けFacebookアプリの運用をナイジェリアで開始した。

顧客の利便性を向上

このアプリは固定電話および携帯電話の利用者が各種サービスを個人で管理することを可能とするもの。ユーザーは残高を確認したり、キャンペーンの適用を受けられたりするほか、新たなサービスの申し込みなどができるという。また、情報は友人と共有でき、サービスを紹介することで事業者から特別優待や割引を受けられる。

NSNでビジネス・サポート・システムの責任者を務めるリック・センテノ氏は、10月に発表した同アプリのプレスリリースで次のように述べていた。

「今や人々はウェブサイトよりソーシャル・ネットワークに多くの時間を費やしている。このFacebookアプリは事業者と顧客を、顧客がすでに慣れ親しんでいるオンライン環境でつなぐ手助けとなるだろう。顧客のセルフサービスを新たなレベルに引き上げるツールとなる」。

Technology helps Africans hold governments to account - experts

DAKAR (TrustLaw) - The growing use of information and communication technologies (ICTs) in Africa offers great potential for citizens to assess their governments’ commitment to good governance and accountability, experts say.

A slew of ICT platforms, many of which use innovative crowd sourcing techniques, have been developed to track delivery of projects and budgets in a bid to improve governance.

One such platform, iWatch is currently being rolled out in Nigeria.

“It is a citizen’s monitoring tool to watch government performance all over Nigeria by allowing people to rate and comment if promises that are made are effectively fulfilled by authorities,” Eleso Adetunjie, an executive of Co-Creation Hub, the group that launched iWatch, told TrustLaw.

Citizens are encouraged to log on to the website, comment and to provide answers to questions about the effectiveness of some government policies and projects listed on the site.

“It offers direct feedback to the government and holds them accountable because if they promised, for instance, to deliver treated mosquito nets and people report that they never saw a single net in their district, civil society and citizens can demand for an explanation,” Adetunjie said.

Although platforms such as iWatch have been praised for promoting broad-based engagement through digital media, experts say technology alone cannot be the solution to bad governance in Africa.

Poor access to some of the technologies threatens to undermine their participatory ideals.

For example, the number of internet users in Africa still lags far behind the rest of the world, and only the elites can use platforms exclusively based on the web.

Developers of tools like iWatch say they are aware of these limitations and are working to incorporate a variety of tools including cell phones in their systems.

Many more people in Africa have access to a mobile phone than the internet, Adetunjie said.

“Africa is the world’s fastest growing mobile market and if you are looking at ways that governments are interacting with the people of Africa, then doing so via SMS makes the most sense,” said Sean McDonald, a director of operations at Frontline SMS which has developed software that enables groups to use mobile technology for campaigns.

The software has been used in Kenya, Uganda and Zambia to alert authorities when pharmacies run out of essential medicines, in a project known as Stop Stock-out.

Civil society group representatives visit clinics and pharmacies and report back via SMS on whether medication which the government claims to have supplied is available.

“People were able to see over a course of time what drugs were available and were then able to hold their governments accountable for the promises they were making about availability of medicines,” McDonald added.

Some critics say many of the failings discovered are not addressed, because such schemes do not involve governments and do not feed into appropriate institutional channels.

Civil society groups at a recent forum in Dakar on assessment of governance in Africa, organised by the U.N. Development Programme, said that individuals and groups had to take the initiative to give feedback to governments about governance issues.

“Technology is not what ends bad governance but it is a channel to amplify the concerns of citizens about the way they are governed,” said Philip Thigo, a programme associate at Social Development Network (SODNET) in Kenya.

SODNET has launched Huduma, a platform where citizens can highlight their concerns over issues of governance via web and mobile. However, civil society groups play an important role as they process this information from citizens and present them to local government authorities.

“It is time we accept to use technology to respond to citizen’s needs in real time. Isn’t that what governance is about?” Thigo said.

携帯電話業界団体のGSM協会の最新レポートによると、アフリカの携帯契約数がアジア太平洋圏に次いで世界2位であることがわかった。

2010年末、世界4位だったアフリカは今年の第2四半期に西欧市場、今年の第3四半期には米国市場を抜いた。契約数は9月末で6億1600万件以上と言われており、2016年には10億件に達する見込みだという。また、アフリカの中ではナイジェリアが最大の携帯電話市場であり、エジプト、南アフリカがそれに続いている。

携帯電話の普及率は

契約数が世界2位となったとはいえ、アフリカでの携帯電話の普及率は未だ低めだ。アフリカで利用されているマルチSIM端末は、一台の携帯電話を複数人で利用することができるようになっている。契約数が多いにも関わらず、普及率が低いのはそのためだとされている。

また、アフリカの契約の96%はプリペイド加入で、通話サービスをメインに利用しているという。その他にも、ケニアなどでは携帯電話を利用した送金サービスを利用しているユーザーは850万人もいるという。

Nigeria: ICT Opens New Vista for Youth Empowerment

Nigeria has in the last eight years witnessed the best growth performance since independence partly because of successes in some policies of the government, but it is worrisome that the touted economic growth is without significant reflection on employment.

The World Bank in a report, entitled "Employment and Growth Report" made public at the fourth edition of a Town Hall Meeting organised by the ThisDay Group in 2009 and presented by the chief economist of the bank in Nigeria, Volker Treichel, described the growth in Nigerian economy as 'jobless growth'.

Since then, unemployment figures have continued to rise but with the creation of the ministry of communication technology, the Federal Government seems to be gearing up to deploy the provisions of the information and communication technologies to drive the youth unemployment figures further down.

Minister of Communication Technology, Omobola Johnson said that "In line with the expectations and aspirations of the African Union, the Ministry in partnership with relevant ministries, departments, agencies and the private sector, is striving to not only bridge the existing internal digital divide in Nigeria, but also enhance the livelihoods of Nigerian youths by creating new business opportunities that will eradicate poverty and unemployment".

She said that all over the world, the issue of unemployment, especially youth unemployment has assumed unprecedented proportions and has in some instances been a significant factor in the overthrow of governments - as witnessed in the Arab Spring uprisings. Youth empowerment and employment has therefore become a priority for countries and governments with high percentage of youth population.

According to the African Economic Outlook, the youth represent 60 per cent of the continent's total population and this figure is expected to hit over 75 per cent by 2015. Unfortunately more than half of the youth population in Africa lack the required skills and empowerment to make them employable and productive.

Johnson who spoke at the 2011 African Union, AU annual ICT Week with the theme: "ICT, tools for youth empowerment for sustainable development", said the event is a clarion call for Africa as a continent to recognise the importance of ICTs in national development and job and wealth creation, especially for our youth.

"Nigeria completely identifies with the objectives and vision of the African Union in celebrating the ICT week. Africa truly needs to move from the agricultural/commodity based economies to knowledge economies for the continent to achieve economic development".

Relevant statistics have revealed that ICTs provide a veritable platform for creating jobs.

India, a developing economy like Nigeria with similar challenges of a youthful population and high levels of poverty and generally poor infrastructure is a great example of a country that has leveraged ICT in a most strategic way to increase GDP and create jobs.

The IT industry in India employs 2.54 million professionals, contributes 6.4 per cent of GDP and generates revenue of $88 billion. For every job in the IT industry in India there are three collateral jobs created in supporting industries. Hence, many of the jobs in the ICT sector in India are occupied by youths given the unparalleled ability of youth to be early adopters of technology and the willingness of youth to be unafraid of the change that ICT brings to the way that we work, we live and we play.

This therefore attests that investment in ICT infrastructure and the adoption of ICT by government and the populace has a direct impact on national development and job creation.

She said the ICT sector can create about 1.3 million jobs in four years, and that there are tremendous opportunities for job creation in the sector that, if properly harnessed, would yield fruits.

The minister said the ICT sector in Nigeria was contributing three and a half per cent to the Gross Domestic Product (GDP), a figure she said the ministry intended to increase to five per cent in due time.

She, however, lamented that lack of enabling laws in some areas of the industry which the ministry would like to promote was a huge challenge in the quest to achieve its set targets.

"We don't have laws governing some of the ICT areas we would like to promote. For example in cyber crime and cyber security. We need to ensure that there are consequences for those who commit Internet fraud".

Johnson then added that "by creating the Ministry of Communication Technology and encouraging collaboration between this ministry and the Ministry of Youth, President Jonathan has already demonstrated a commitment to the leveraging of ICTs for Youth empowerment.

"A few weeks ago, the Ministry of Finance in collaboration with the Ministry of Youth Development, the Ministry of Communication Technology and the private sector unveiled an initiative tagged YouWin (Youth enterprise with innovation in Nigeria ) to ignite the spirit of entrepreneurship in youths and facilitate the creation of more jobs for young Nigerians".

The Communication Ministry's particular interest in YouWIn according to her is to encourage and subsequently identify exciting business ideas in the ICT industry which can be nurtured and grown into viable businesses that increase the contribution of the ICT industry to GDP.

The CT ministry is also committed to assisting finalists to put their businesses online to take advantage of the unlimited possibilities for exposure and expansion provided by the internet, said the Minister.

Empowerment is about skills and capacity building to be productive and as such a crucial aspect of the empowerment goal is the acquisition of relevant technology skills. Jobs in the ICT industry are not only for computer science and engineering graduates.

"There are a number of technology skills acquisition programmes in the country today that are providing graduates of all disciplines with technology skills that enhance their employability and job readiness. We commend the efforts that these companies and individuals are making. The Ministry's role is now to accelerate and grow these efforts by bringing together ICT companies, universities and recent graduates in a framework that will equip hundreds of our youth with useful and relevant technology skills and matching those skills with existing and newly created job opportunities as the ICT industry grows."

The software development industry, she noted, portends great opportunity for the youth. The Ministry in conjunction with the National Information Technology Development Agency, (NITDA) is in the process of fine tuning modalities to create an enabling environment for software development to thrive and grow. This enabling environment will include technology incubation centres, specialised funding for software developers and funding for research and development in the IT industry to identify software needs amongst other things.

The minister hinted that the most powerful enabling environment that government can provide is ubiquitous cost effective ICT infrastructure that will facilitate access to the internet for tens of millions of Nigerians which will in turn drive digital content creation, value added services, call centre operations, domestic business process outsourcing, assembly and distribution of devices, maintenance and repairs of these devices, all employing a significant number of empowered and skilled youth.

But Minister of Youth Development, Bolaji at the ICT week event noted that there are seven million youths in Nigeria today but that with the launch of YouWin, the government is making a bold statement in tackling unemployment.

He assured that the process of selecting winning proposals will be credible and transparent.

同CEOは以前は戦略・法人開拓部門のヘッドで、今年6月にアフリカ地域のトップに指名された。アフリカではプロジェクト融資や貿易金融にもっと力を入れるという。

CEOは「われわれはアフリカでの買収を全く排除しない。いつも担当地域でのチャンスに目を向けている。課題は価格やタイミング、機会が適切でなければいけないことだ。アフリカでは通常、こうした基準が合致しにくい」と述べた。

スタンダード・チャータードはアフリカではサハラ以南を中心に16カ国で7000人強の人員で事業を展開している。アフリカの投資銀行業務の手数料収入ランキングでは今年は11位で、1位のモルガン・スタンレー(MS.N: 株価, 企業情報, レポート)や2位のランド・マーチャント・バンク(FSRJ.J: 株価, 企業情報, レポート)とは大きく差がある。しかし、トムソン・ロイターのデータによると、今年のプロジェクトファイナンスの手数料収入では南アのスタンダード・バンク(SBKJ.J: 株価, 企業情報, レポート)に次ぐ2位だ。

ナイジェリアの高齢者、高血圧患者の半数に潜在的な糖尿病、耐糖能障害、空腹時血糖異常

ナイジェリアの高齢者では、本態性高血圧症の患者うち、糖尿病や耐糖能障害あるいは空腹時血糖異常でありながら、診断を受けていない患者の割合が約半数近くに上ることが報告された。高血圧が認められない人でも、同割合は約2割に達した。これは、ナイジェリアIbadan大学のTemilola Akande氏らが、高血圧とそうでない人の計230人について行った断面調査で明らかにしたもので、12月4日から8日までドバイで開催された世界糖尿病会議(WDC2011)で発表した。

Akande氏らは、ナイジェリアに住む、高血圧患者115人と、高血圧の認められないコントロール群115人について調査を行った。被験者の平均年齢は高血圧群が74.5歳(標準偏差:13.8)、コントロール群が72.4歳(同:15.4)だった。

平均BMIは高血圧群が27.8(標準偏差:5.0)、コントロール群が26.3(同:5.0)、平均胴囲はそれぞれ94.8(同:14.9)と89.7(同:11.6)と、いずれも高血圧群で高値だった(それぞれP=0.020、P=0.004)。

空腹時血糖値の平均は、高血圧群が92.9mg/dL、コントロール群が89.2mg/dLと両群で有意差はなかったが、75g糖負荷試験2時間後血糖値はそれぞれ141.2mg/dLと121.8mg/dLと、高血圧群が有意に高かった(P<0.001)。

なお、糖尿病の定義は、空腹時血糖が7.0mmoL/L以上、75g糖負荷試験2時間後血糖が11.1mmoL/L以上とした。耐糖能障害の定義は、空腹時血糖が7.0mmoL/L未満、75g糖負荷試験2時間後血糖が7.8〜11.1mmoL/Lとした。空腹時血糖異常は、空腹時血糖が6.1〜6.9mmoL/L、75g糖負荷試験2時間後血糖が7.8mmoL/L未満とした。

調査時点で診断されていなかった糖尿病の罹患率は、高血圧群が12.2%(14人)、コントロール群が4.3%(5人)で、高血圧群が有意に高かった(P=0.002)。耐糖能障害の罹患率は、高血圧群が32.2%(37人)、コントロール群では14.8%(17人)で、高血圧群の方が有意に高かった(P=0.002)。また、診断を受けていない空腹時血糖異常の罹患率は、それぞれ2.6%(3人)と0%だった。

糖尿病と耐糖能障害、空腹時血糖異常を合わせると、診断を受けていなかった割合は、高血圧群では47%と半数近くにのぼり、コントロール群でも19.1%と2割近かった。

Akande 氏は、今回明らかになったナイジェリアにおける高血圧患者の潜在糖尿病率、耐糖能障害率は、「我々の予測よりも、高かった」とした。中でも、耐糖能障害は早期診断による糖尿病予防が重要なため、特に高血圧の患者では積極的に定期スクリーニングをすべきだとした。

ただ、今回の試験結果で高血圧群とコントロール群で空腹時血糖値(平均)に有意差がなかったことから、「スクリーニングには空腹時血糖検査だけではなく、糖負荷試験検査が重要だ」と語った。同氏によると、ナイジェリアなどの発展途上国では、安価で簡便であることから、糖尿病などのスクリーニングとして空腹時血糖検査の実施が一般的だという。

アフリカ諸国のモバイル利用者数をグラフ化してみる

【アフリカは巨大なモバイル市場へと変貌をとげつつある】や【新興国とスマートフォンの躍進ぶりを改めて納得・ケニアのケース】でも少し触れたが、東南アジア同様にアフリカや南アメリカでも、モバイル端末とそれを用いたインターネットへのアクセス普及率の上昇ぶりは目覚ましいものがある。そのような状況を指し示す・裏付ける資料が各社から提示されているが、その中でも世界規模のモバイルオペレーターの業界団体である【GSM Association】が2011年11月9日に発表したレポートには、多種多様なデータを盛り込んであり、注目に値する。そこで今回から何回かに分けて、覚えておくべき・注目すべき内容を抽出し、グラフ化を試みることにする。今回は主要国のモバイル加入者(インターネットなどのデータ通信だけでなく、通話、そしてSMSサービス利用者も含む)状況を見ていくことにする(【該当プレスリリース】)。

レポートによるとアフリカ大陸には54か国・約10億人が生活しており、過去のさまざまな歴史的背景・経過をベースとし、多種多様な言語・文化が花開いている。それは国単位だけでなく、国内の地域単位、さらには国境を隔てた複数か国にまたがる地域単位での区分だったりもする。今レポートではモバイル加入者上位25か国を「A25」と呼んでいるが、それらの国における具体的な加入者数を示したのが次のグラフ。

トップ3はナイジェリアの8934万人、エジプトの8062万人、そして南アフリカの5947万人。元々の人口の問題や利用スタイル(【インターネットと携帯電話の普及率を世界の他国と比べてみる】でも説明しているように、アフリカでもイタリア同様にプリペイド方式によるSIMカードの利用が大勢を占めているため、一人が複数枚のSIMカードを持っていると別々にカウントされてしまう。結果として人口以上の「利用者」が存在することになる)もあるが、それを差し引いても、携帯電話の普及ぶりが分かる。それと同時に、「A25」にある程度利用者が集約されているのも見て取れる。

その集約ぶりがあらためて分かるのが次のグラフ。これはアフリカ全体のモバイル利用者(としてカウントされている人)のうち、何%が該当国に居るかを示したもの。例えばナイジェリアは14.4%とあるので、アフリカの全モバイルユーザー約6億1980万人のうち1割強がナイジェリア1国だけでカウントされていることになる。

1国だけで1割えが2か国。5%超まで基準を甘くすると5か国。10か国で全体の2/3強を占める計算になる(66.9%)。

日本にとってアフリカは東南アジアと違い距離感があるため、今一つピンとこない面もある。しかしインターネットを経由することで、その距離感をほとんどゼロに出来る。今後逐次収集していくデータで、その規模や躍動感を少しでも感じ取っていただければ幸いだ。

ICT to help Nigeria’s healthcare system

Nigeria’s Federal Ministry of Communication Technology has teamed up with the Federal Ministry of Health in an effort to drive the country’s healthcare system to become more ICT-focused, which will in return benefit the healthcare system and make it more accessible to Nigerians.

“Our traditional ways of doing things can no longer be accepted. There is need to find innovative ways to bring down costs in the health care delivery. Whereas the traditional systems of health care delivery have been known over the years to be tainted with increasing costs with Primary Health Care,” said Minister of Health Prof. Onyebuchi Chukwu during the opening of the National Conference on ICT in Health.

Chukwu highlighted the fact that ICT can play a major role in the healthcare system. “ICT has potential, if properly deployed, to lower costs of health care, while opening up new modalities for patient treatment and welfare. We will need to deploy ICT to increase accessibility to health care especially for those that are vulnerable or in the remote areas that are mostly in need of health care.”

But using ICT to open up new avenues won’t be sufficient, as Chukwu stressed that it needs to be implemented to improve the current state. “Equally paramount is to ensure that we deploy ICT to improve the quality of health care delivery. The time is very much ripe to have Electronic Medical Record system in all Federal Health institutions.”

David Okello, Country Director for the World Health Organisation, echoed the same sentiments. “The role of ICT is integral to achieve the national need as functional health information systems depend on harmonised and interoperable data elements and appropriate use of ICTs.”

Nigeria to commission new communication satellite

Nigeria’s National Space Research and Development Agency (NASRDA) announced that the country’s much-awaited Communication Satellite will be commissioned from China on 19 December. The announcement comes only four months after the launch of NigeriaSat X.

The new satellite, which is to be known as NigComSat - 1R, is set to replace NigcomSat-1, which was sent into orbit in 2008.

NASRDA’s Director-General Dr. S. O. Mohammed said that the satellite will operate in four different bands (C, Ku, Ka and L) and has been enhanced to deliver a better service.

“The communication satellite has a minimum life-span of 15 years with payloads of seven antennae and 28 transponders, with additional 12 transponders to address redundancy”, Mohammed added.

But NigComSat - 1R is only the first step in the satellite program. “We plan to double the capacity by providing telecommunication services by commencing the development of two additional communication satellites in the next two years”.

Minister of Science and Technology, Prof. Ita Okon Bassey-Ewa, added that it’s important for the country to make strides in science and technology. “There is no better time than now for all of us to come together with the aim of articulating our collective wishes, dreams and aspirations into reality through the instrumentality of science and technology,” he said.

中国、ナイジェリアの通信衛星を打ち上げ

中国国家航天局(CNSA)は北京時間12月20日0時41分(日本時間1時41分)、四川省の西昌衛星発射センターから、ナイジェリアの通信衛星「Nigcomsat-1R」を載せた「長征3号乙」(Long March 3B)ロケットを打ち上げた。

打ち上げられたロケットは順調に飛行し、衛星を所定の軌道に投入し、打ち上げが成功した。ナイジェリアの衛星が打ち上げられたのは2007年5月以来、約4年半ぶり。

中国は2007年5月、ナイジェリア通信衛星1号「Nigcomsat-1」を打ち上げたが、2008年11月に電力システムが故障し、使用できなくなったことから、中国側は2009年に、今回の通信衛星「Nigcomsat-1R」を打ち上げると契約した。

「Nigcomsat-1R」は東方紅4号衛星をベースに、中国空間技術研究院などが製造し、28本のトランスポンダを搭載した通信衛星である。

なお、今回の打ち上げは長征ロケットシリーズにとって154回目の打ち上げだった。

There was the Sim card registration; the creation of the Ministry of Communications Technology; the launch of the country’s replacement satellite and many more. ADLINE ATILI reports

What we have done with ICT

Stakeholders agree that the advent of ICT and the digital revolution has impacted almost every aspect of existence in this knowledge-based information age. This year witnessed a continued shift from voice to data and the increasing role of wireless that creates greater mobility for users. Today, the world of ICT is a booming business arena that not only creates new grounds but also new business opportunities. This boom has resulted in greater usage of ICT in Nigeria, increased communications services, online information gathering and research, e-learning, e-commerce, e-banking and other ICT services that are expanding access to the digital world and opportunities. While changing the way individuals live, interact, and work, ICT has also proven to be a key precondition for enhanced competitiveness and economic and societal modernisation, as well as an important instrument for bridging economic and social divides and reducing poverty.

Some notable events that shaped 2011

These notable events defined 2011 each in their own right and would undoubtedly set the tone for the course of happenings in the coming year. Launch of communications satellite

At exactly 5.40pm on Monday, Nigeria’s replacement communications satellite, the Nigcomsat-1R, was successfully launched into space in China. The satellite, promoted by Nigerian Communications Satellite Limited (NIGCOMSAT), was launched on a Long March 3B (LM-3B) launch vehicle from Xichang Satellite Launch Centre, South West China. The launch was conducted according to the NigComSat-1R contract signed by NIGCOMSAT Limited and China Great Wall Industry Corporation (CGWIC).

The NigComSat-1R is a replacement for the Nigeria Communications Satellite 1 (NigComSat-1) that failed in orbit in 2008 due to anomaly in its south solar array. The project was carried out in collaboration with over 50 NIGCOMSAT engineers who spent more than two years in China.

Managing Director of NIGCOMSAT, Timasaniyu Ahmed-Rufai described the launch as “mission fulfilled.” He said the satellite, covering Central, Western and Southern Africa, Central and Eastern part of Europe as well as some areas of Mid-Asia, will be used mainly for communications, broadcasting, distance learning, broadband, multimedia and navigation services. Speaking on the benefits of the satellite, Ahmed-Rufai said NigComSat-1R is expected to improve the relevant national infrastructure of Nigeria and benefit people within its coverage.

“NigComSat-1R will promote the economic and technological development and social progress in neighbouring countries, especially the sub-Saharan African countries, and shall contribute substantially to the improvement of livelihood in the region,” he said. According to him, most of the bandwidths requirement particularly the ICT industry which is currently estimated at $500 million per annum justifies government’s investment in the satellite, to provide a domestic alternative, conserve foreign exchange and to enhance our National GDP.

“The NIGCOMSAT is the foundation for building a knowledge economy. As a government, you use satellite communication to galvanise your people into action; to preach the agenda of self-determination. If you are able to do this, the developmental process will be very speedy. India has over 26 satellites, 10 of which are for communication and the others for remote sensing. The major objective is to be part of the information super-highway.”

Creation of Ministry of Communications Technology

This year, in respons to calls for creation of a ministry of communications technology, President Goodluck Jonathan created the Ministry of Communications Technology to effectively harmonise and regulate the ICT sector. To stakeholders, this move will further reduce the duplication of duties and cost of running ICT by government.

According to the Chief Executive Officer of Programos Software, an ICT solutions company, “The first structural move of this government which was welcome by many Nigerians this year has been the creation of the ICT Ministry with the appointment of former Country Director of Accenture Nigeria, Mrs Omobola Johnson by President Goodluck Jonathan as the Minister of Communications Technology.”

Addressing poor QoS

According to the Executive Vice-Chairman of the Nigerian Communications Commission, (NCC), Dr Eugene Juwah, the quality of service of telecommunications services, especially wireless telecommunications networks, is deteriorating nationwide.

The Nigerian Communications Communication (NCC) has kept the pressure on operators to ensure quality of service is paramount. The commission has also taken a number of steps to ensure delivery of quality service to telecom subscribers in the country. Juwah has assured that the Commission under him will tackle the issue. Already, a task force has been set up in the Commission to ensure improvement of QoS nationwide.

Juwah said the Commission shall ensure that revised QoS regulation is gazetted and fully enforced. Speaking at an industry forum to celebrate GSM at 10, Juwah said: “Permit me to acknowledge that even as we celebrate, challenges persist in the industry. Quality of service is obviously the biggest of them all. What is primarily responsible for poor quality of service is congestion on the network. This explains why a major area of focus by my administration is vigorous compliance monitoring and enforcement of regulations and directives. For this reason we have strengthened the enforcement unit of the commission which has started to engage in some activities that do not make the operators happy.

“We have a responsibility to make the Nigerian telecom consumers the centre of attention by the operators; the Nigerian telecom consumers should get the value for whatever money spent on any network. Aside from Key Performance Indicators that we have put in place to ensure that a certain threshold quality is maintained, we are also canvassing regulatory accounting on the part of the operators to ensure that they invest as per the number of subscribers on their network.”

SIM cards registration

The NCC, in a bid to tackle telephone-aided crime in the country had proposed the registration of all Subscriber Identification Module (SIM) cards in the country and gave May 1, 2010 as the date the exercise would commence. The guidelines stipulated that operators would register all SIM cards bought after May 1, while the Commission would register existing subscribers. NCC begins collation of telecom subscribers’ data. In March this year, the commission flagged-off a six-month SIM registration exercise which ought to have ended in September this year but was extended to enable those who have not been registered to do so.

According to the commission, in a statement signed by its Head of Media and Publicity, Mr Reuben Muoka, the commission began collation and harmonisation of all existing registered SIM cards from across the country, following the completion of the exercise in September. Mouka noted that for those subscribers who were not able to register before the expiration of the September deadline, a new window of opportunity was open for them to do so within the limited period of the harmonisation exercise; he, however, did not state the time frame for the collation and harmonisation.

The NITEL debacle

Noteworthy developments in Nigeria’s ICT sector also include failure by the Federal Government to find a buyer for Nigeria’s carrier, after several moves by buyers to acquire the ailing Telco. For more than five years, the Bureau of Public Enterprises (BPE) has made unsuccessful attempts to sell NITEL and its GSM arm, MTEL, with bidders, falling behind payment deadline and extensions several times. Stakeholders have, however, proposed bail-out for the ailing operator. President of the National Association of Telecommunications Subscribers (NATCOMS), Mr Deolu Ogunbanjo proposed a bail-out to the tune of N400 billion for NITEL and MTEL. This, according to him, is to take care of NITEL/MTEL’s current liabilities of about N300 billion, leaving N100 billion for Operating Expenditure (OPEX) and an Initial Public Offer national carrier status.

Mobile payment take-off

Mobile money, experts say, holds the key to e-payment development in Nigeria, according to experts. According to a research by RNCOS, an Indian consultancy firm, the mobile market has tremendous growth potential given the fact that penetration rate was just around 50 per cent at the end of 2009. In line with the Central Bank of Nigeria’s (CBN) policy of driving financial inclusion and promoting a ‘cash-less’ economy, the United Bank for Africa, (UBA) and Stanbic IBTC Bank have partnered giant Telco, Globacom to offer mobile payment (m-payment) services on the Glo network. MTN Nigeria has also teamed up with Guarantee Trust Bank (GTB) and Fortis Mobile Money to launch a mobile payment and remittance service, expanding banking services beyond traditional bank branches. The partners have put an emphasis on the new service’s possibilities for financial inclusion, in addition to opening up wide ranging benefits and value added services to corporate, small and medium enterprises and individual users. Mobile payments and person-to-person money transfers are forecast to become some of the most used mobile applications in many countries in the next two to three years. Reports say mobile payments will become a foundation for person-to-machine and machine-to-machine connections by 2020.

Multi-Links comeback

After a long legal tussle between Helios Investment Partners (HIP) and Telkom of South Africa over sale of Multi-Links to Visafone, HIP recently announced it has successfully acquired 100 per cent equity interest in Multi-Links from its previous shareholder, Telkom. The company specifically stated that Multi-Links is back in business to deliver voice and data services in 22 services areas around Nigeria. In May this year, an affiliate of HIP, Helios Towers Nigeria, a firm which builds and rents towers used by mobile operators, sued Telkom for $251 million, claiming the South African Telco did not fulfil its part of a 10-year lease agreement, after Telkom sold part of Multi-Links to Visafone Nigeria for $52 million. A High Court sitting in Lagos ruled that the disputed lease agreements were valid, blocking the sale of the company until the contract controversy was concluded by the two companies. In unexpected turn of events, Telkom sold the embattled Multi-Links to Helios for $10 million.

Number portability

As part of moves to implement Number Portability, the Nigerian Communications Commission (NCC) shortly after expiration of SIM cards registration deadline, announced the appointment of a consortium of three companies to implement the proposed Number Portability services in the country. Number Portability will allow phone users to move from one network to another without losing their original numbers. A consortium of Interconnect/Saab Grintek/Telecordia, was announced by the commission as the preferred vendor for the service after the technical, financial and demo presentations by the bidding vendors.

Taking telecoms to the capital market

The House of Representatives Committee on Capital Market was in the news last month when it demanded listing of major telecom companies on the stock exchange but the umbrella body of telecommunications companies in Nigeria, the Association of Licenced Telecommunications Operators of Nigeria (ALTON) kicked against it stating such could hinder Foreign Direct Investments (FDI) in the country.

首都アブジャ(Abuja)郊外の教会では、クリスマス礼拝を終え信者らが外に出始めたところで爆発が起き、少なくとも35人が死亡した。なかには車に乗り込んでから爆発に巻き込まれ、車両ごと焼死した犠牲者もいる。また負傷者も多数出ており、重傷を負いながら神父にすがる信者の姿もみられた。

このほか中部ジョス(Jos)でも、教会を狙った爆発があり、警察官1人が死亡。北東部のダマトゥル(Damaturu)では、秘密警察ビル前に停車中の軍用車を狙った自爆攻撃があり、犯人のほか警察官3人が死亡した。

ナイジェリア政府は軍を投入してボコ・ハラムを取り締まり、多数メンバーを逮捕したと宣言していたが、今回のボコ・ハラムの犯行を防ぐことはできなかった。

ナイジェリア治安当局は、一連の爆弾攻撃がボコ・ハラムの犯行であることを認め、バチカンや米国を始めとする欧米各国もボコ・ハラムを非難する声明を発表している。

Digital Economy: Why FG Should Leverage On ICT Sector

Nigeria’s aspiration to become a digital economy could be realised through massive investments in information and communications technologies (ICTs) tools, infrastructures deployments, skills development and knowledge creation.

The country popularly referred to as the giant of Africa has come under serious searchlight as its influence on the continent continues to dwindle despite having the largest population.

Egypt, Tunisia, Mauritius and South Africa are now far ahead of Nigeria in the ICT Development Index. To prove that we are still far behind our peers, Lagos was ranked bottom of the largest cities in the world on the use of ICT to better the lives of its citizens in a research conducted by Arthur D. Little Institute and Ericsson.

Making Nigeria a digital economy has become the singsong of government since President Goodluck Jonathan won the presidential election in April 2011. Last week, the Minister of Communications, Mrs. Omobola Johnson, went a step further by coming out with a roadmap which if religiously followed, would the lead the country to the Promised Land.

Broadband for all

Broadband is really about getting fast internet all over Nigeria in both urban, semi urban and rural areas, according to Johnson. USA, Britain, Japan, Sweden, Norway and Singapore are digital economies courtesy of massive broadband investments. Johnson since assuming office has nudged the Nigerian Communications Commission (NCC) to come up with broadband policy to take internet to all rural communities in the country.

According to her, government was “Working to enable fibre optic deployment, complemented by Microwave and Satellite to enable access to core underserved areas. NigComSat 1R that was launched in China is an important milestone and a key part of the resources that we will have and will compliment fibre optic and micro wave infrastructure that we have in the country particularly to get internet to underserved and semi urban and rural areas that we have in this country today.”

The priority according to her is to get fibre to Universities and Schools and ensure they are connected to high speed broadband. “We believe that if we can get fast broadband to every university in this country, we will have an explosion in terms of research that can be done and knowledge that can be captured and innovation and creativity that come with accessed resources”

Digital Creativity

Mr. Leo Stan Ekeh, chairman, Zinox Technologies Limited, said government needs to invest about N750 billion in the ICT broadband internet connectivity through terrestrial fibre optic infrastructure, ICT tools and training such as computers, tablets, internet facilities for primary and secondary schools in the country.

The investment should subsidise computers for students, workers and development of internet access through building of wireless fidelity (Wi-Fi) and municipal internet coverage across major cities, schools and public institutions at very affordable rates for users. This way, the government will make ICT available, accessible and affordable to millions of Nigerians thereby raising the IT literacy level, equipping the youth and the unemployed with skills to be self sufficient and employers of labour themselves. “Government should create digital activity that would educate Nigerians through PC and Internet subsidies. We can wipe out poverty through software and hardware skills development, IT outsourcing and others,” said Ekeh.

Developing IT Parks

Already, the ministry is looking at harnessing software skills of young Nigerians through the development of IT parks in the country. “We will build IT parks, but for now in setting up IT parks, we are looking at places where there is already infrastructure and we see that in a number of places.”

Already, NITDA is set to sign an MoU with the Cross River State Government to leverage its Tinapa infrastructure to develop a knowledge city in Calabar, Cross River state. Nigeria can achieve greatness by replicating the success made in the telecom sector in other sectors of the economy.

Nigeria surfs growth wave, may surpass SA

The Nigerian economy is continuing its impressive ride on the growth wave that has seen it tipped to surpass South Africa as the largest on the continent in the future.

The Nigeria Bureau of Statistics projected the economy to grow by 8% at the end of this year. According to a recent World Bank development report, Nigeria¶s GDP is projected to record growth of 6.7% this year, rising to 6.9% in the following one. This is in contrast to sluggish growth expected in South Africa after advancing a paltry 1.3% in the second quarter and 1.4% in the third.

Economists have said local GDP would record growth of between 3.1% and 3.2% this year. On the other hand, the Nigerian economy is moving ahead at breakneck speed with the World Bank stating in its report that it is the fourth fastest growing in the world.

In the second quarter of this year, the Nigerian economy grew at 7.72%.

South Africa remains the largest economy in Africa, but economists expect Nigeria to close in on its lead.

A recent report from global financial services firm, Morgan Stanley, projects that Nigeria would match the South Africa GDP level of about $400bn (R3trillion) before the end of the decade and overtake it by 2025.

What is even more encouraging about Nigeria is that its growth has been emanating from various sources. Previously Africa¶s most populous nation has relied almost solely on oil exports.

World Bank reports that the ICT, finance and banking sectors are booming, driving economic growth in the process. “Nigeria has experienced strong non-oil growth, primarily from service sectors and ICT,” it said.

The ICT sector was growing at a rate of 30% - a pace second only to China.

It has been widely reported that a host of international investors were eyeing the Nigerian telecoms sector, largely because of the size of its market and the growing spending power of the populace.
