Magnus Nystedt discusses internet usage trends and opportunities across Africa.

ALEC HOGG: It’s Thursday June 28 2012 and in this Boardroom Talk special podcast, Magnus Nystedt, who is with Royal Pingdom in Sweden, joins us now. Magnus, you’ve done some interesting analysis of websites hosted in Africa and I suppose the headline number is that it’s very small in comparison with websites hosted around the world, less than one quarter of 1% of the world’s top 1m sites are actually on this continent.

MAGNUS NYSTEDT: Absolutely and let me just clarify one thing, the company I work with is called Pingdom and then we have several blogs but the work I mainly do at Pingdom is analyse data and collect data about internet, social media, those kinds of things and the blog where we publish most of that stuff is called Royal Pingdom. We do, as a company, we monitor websites that are for people all across the world, we monitor hundreds of thousands of websites for customers to see if they’re up and running as they should and then if they’re not they can be alerted so they can go and fix the problem. So we’re interested in all different kinds of issues relating to internet, so we keep an eye on what’s happening but one thing we haven’t really done is look at Africa and how it’s doing in terms of internet penetration and mobile use and web hosting. Web hosting came up in some other work we were doing recently, so I just thought, well, how many sites are actually hosted in Africa because we know that there are big websites about Africa used by people in Africa but they’re not necessarily hosted in the continent. I kind of asked around some people who I thought would know, have some kind of feeling for how many sites would actually be hosted in the continent and no one really knew. I searched the web and I couldn’t really find any information there either about what kind of sites and how many and how big are they in terms of traffic and such that’s actually hosted in Africa.

ALEC HOGG: The numbers are disappointing if you’re in the website hosting business.

MAGNUS NYSTEDT: Yes, they are but actually the few people who have had before seeing the numbers guessed on how many sites they thought would be hosted in Africa, this number is actually higher than pretty much anybody said. In that sense it’s good news and I write in the article as well I think it’s good news actually that we can by this see that Africa, and actually several countries in Africa, are actually capable of hosting the websites. So at least in some parts of the continent the infrastructure is there to support it. It’s not as expansive as it is in North America for example, in Europe and other parts of the world but there is the infrastructure there to support it and that side of it is actually good news even though the percentage is very small.

ALEC HOGG: I had a chat yesterday with Koos Bekker, the chief executive of Naspers, which is one of our big media companies here in South Africa, and he was talking about how the global strategy of that group has changed because the Americans are just too damn good, he says, in certain respects. I guess in website hosting is it the Americans who are just too damn good or are there other parts of the world who at this point in time have just sucked away the African websites?

MAGNUS NYSTEDT: Well, I kind of tend to think about it from the perspective of somebody, wherever it is in the world, who wants to start a website and they’re looking for web hosting and they go online or they may ask around but they typically I would think they go online and search for web hosting and it’s the American companies that come up. If we look at the top million websites actually 43%, just over 430 000, of those sites are hosted in the US. It’s only…second place is Germany with I think just over 82 000. So it’s a huge gap, so over 43% of the top million websites are hosted in the US and the companies there they have already the infrastructure, they’re good at selling, they’ve set up the technology, they’ve been doing this for quite a long time. So if you’re an individual or a business, you go online, search, you’re going to find the American companies first and they have good deals. You’re typically going to find that the American companies since they have volume, they have lots and lots of customers, they can offer [UNCLEAR4:25] web hosting cheaper than anybody else can. That’s one reason why you would find them and you would find their offers attractive as well. In many cases it doesn’t matter to you where the site is hosted, so let’s say you’re a business in South Africa it doesn’t necessarily matter if your site is [UNCLEAR 4:47] on a server in South Africa or if it’s on a server in the US or in Sweden for that matter.

ALEC HOGG: There were a lot of interesting things that came up through your research but perhaps for us here in South Africa the most interesting one was to see that the top two positions are held not by South African sites but, in fact, by Egyptians and three of the top five sites from Egypt. I had a look at Masrawy.com, which is the number one site overall, I don’t read Arabic but perhaps you can give us some insight, it looks like a news site?

MAGNUS NYSTEDT: Yeah, I’m afraid I don’t really read or understand Arabic either but yeah, it seems to be a news site. It’s updated a lot and something to remember is that Egypt is a very, very big country and it has a long tradition of news, of reading, of producing literature, poetry and those kinds of things. So from that point of view, I guess, it’s not that surprising that Egyptian sites are doing very, very well in terms of traffic.

ALEC HOGG: So it wouldn’t surprise you to see three of the top five there rather than, well, there were two South African sites sandwiched in between those but that Egypt has a lead there when economically speaking there’s quite a big gap between the two countries?

MAGNUS NYSTEDT: Well, I’m not sure I’m the person to really give a verdict on that but I’m not surprised to see at least some Egyptian sites doing very well in terms of traffic. Now, we can argue exactly what positions they would fall in but I think it’s not too surprising that Egyptian sites are doing very well in terms of traffic.

ALEC HOGG: Well, something that must have surprised you because it certainly did me, to see four sites in the top 15 from the Seychelles.

MAGNUS NYSTEDT: Yeah that was a bit surprising. You really need to look at what kind of sites they are, I don’t know exactly what the situation is in the Seychelles in terms of copyright laws and those kinds of things but if you look at the sites that come up very high, hosted in the Seychelles, they deal with movies to download for free or for a small fee. The legality of those sites are questionable sometimes. There are also other sites that deal with gaming, also questionable in some ways and those kinds of things. So it seems to be that people who not necessarily want to do it the legal, the straight and narrow way, they host sites in the Seychelles. Again, I don’t really know exactly why that is but it must be something to do with the laws on how they treat these things in terms of hosting in the Seychelles.

ALEC HOGG: If you were to take an overall view and one of your findings was that only 33 of the top 10 000 sites in the world are hosted in Africa, would you see that as an opportunity?

MAGNUS NYSTEDT: Absolutely, we’re looking at a continent of just over 1bn people and I think I mentioned this as well, usually when we hear about Africa in the news headlines around the world it has something to do with mobile adoption. So there are certainly countries there where the internet is used more for browsing the web, etc from mobile phones than from computers. It seems like large parts of the continent have skipped the PC generation and jumped straight to mobile because it’s easier, it’s more affordable and for various reasons. I think even though a lot of people may not go online to find information and to chat and to do social media, whatever they do with PCs, you still need the backend infrastructure, you still need severs and content needs to sit on servers somewhere whether it’s websites or other types of hosting. So that kind of infrastructure still needs to be in place, now it could sit outside of Africa but there is a huge opportunity, I think, there’s no doubt for businesses and the video content publishers as well to come in and host sites in Africa, where they would be closer to users. The thing is even if the infinite penetration, the infinite usage would grow by a percentage or a fraction of a percentage since we’re talking about so many people, the entire continent, the numbers would be absolutely massive.

ALEC HOGG: You mentioned social media, Facebook is wiping out competitors, locally based competitors pretty, much all over the world. Do you have any understanding or any feeling for the penetration that Facebook would have on the African continent?

MAGNUS NYSTEDT: No, not that I can think of off the top of my head. There are certain websites that track that sort of thing. It’s certainly behind the rest of the world that would be my guess but it also comes up again now at various times in the headlines and it’s something that we look at as well. It seems to be, I guess it has to do with the low percentage points, the percentage numbers, it seems to be progressing or growing more rapidly than elsewhere in the world. I seem to remember that some countries in South America are the fastest growing in terms of Facebook updates. I seem to also remember Facebook opened recently or will open an office I think it was Brazil. So I think their interest is growing in expanding markets and it’s certainly true that if you look…you have to look outside North America, Western Europe, to see where the growth potential is for Facebook. I think it was, Facebook penetration was North America, last time I looked, something like 40%. Europe was something like 25% or around there and it’s much lower in other parts of the world. So again, even if they see just a small percentage uptake in terms of penetration in Africa, in South America, in Asia as well, parts of Asia that means a lot of users added and they’re just about to break the 1bn user barrier I think sometime this year soon. Facebook the last time I looked they were like 850m users or something.

ALEC HOGG: Extraordinary numbers those. Just to close off with Magnus, the Africa internet penetration you say is now 13.5%, so I suppose again you could look at the glass half full and say there is great room for growth?

MAGNUS NYSTEDT: Absolutely and I think, as I mentioned before, mobile is where that’s going to come from mostly. Some countries are already seeing more internet traffic, at least web traffic from mobile devices, phones and feature phones than from PCs. So I think if you’re going to exploit the opportunities in terms of social media, in terms web hosting, in terms of content creation in Africa, I think you have to look mobile more than you should think about the traditional PC, whether it’s a desktop or a notebook, it’s mobiles, it’s tablets, it’s smartphones and feature phones where you’re going to find the traffic and you’re going to find the growth coming in future in Africa I think

CTO's Tim Unwin: Public, private sector balance needed for African ICT development

With more than 70 percent of Africa's population living in rural areas, access to broadband service in remote regions was a key issue at the recently concluded Commonwealth Telecommunications Organization (CTO) meeting in Sierra Leone. In an interview in Freetown, CTO and CEO Tim Unwin shared his views on the state of rural broadband connectivity in Africa, the main factors hindering its reach to rural areas and what his organization plans to do to achieve wider connectivity.

IDG News Service: As far as broadband connectivity in rural areas is concerned, what is the situation in Africa and where does the continent stand in respect to the world?

Tim Unwin: I think one of the lessons we'll take away from this event is that huge areas all over Africa do not have connectivity. One reads about the explosion of connectivity with the use of mobile devices across Africa but the reality is that many areas are still unconnected. There are policies that are going to actually lead to that connectivity. I always draw attention to the Chinese example where 10 to 15 years ago, not more than 5 percent of villages had electricity and now they claim that 98 percent of the Chinese population has access to mobile telephony. It's possible to do it. China is a tough country. It is possible to deliver this across Africa. The question is how we do that. I think what needs to be empowered is bringing closer understanding between governments, civil society and the private sector. In terms of connectivity in Africa, it is not as advanced, not as extensive as most other parts of the world.

IDGNS: Is this where Africa should be at this point in time?

Unwin: The question relates to a wider development context. As you are well aware, Africa has more of the least developed countries in the Commonwealth and that's a bigger issue than just the field of ICTs. I think one thing that could have made and should make a huge difference is solving Africa's energy agenda. A vast part of Africa does not have electricity and without electricity, you can't have ICTs. So, innovative energy solutions are very important. I think there needs to be a reconsideration of the balance of interest between the private sector and governments. A bit of the debate was touched on here. Many people say the private sector in some parts of Africa are making huge profits out of ICTs. Some of the private sector says the regulators and governments are trying to take a huge share. So it is getting into a dialogue to get the balance right. For me, governments are responsible for delivering on the key needs of the society in terms of health, education and actually ensuring that a whole lot of people have access to these benefits. That may be a little bit old-fashioned but it's a view I hold very strongly. Governments have a fundamental important role to play and ICTs can contribute to education and to health as part of the wider development package.

IDGNS: To solve Africa's energy problem, what do you think could be done?

Unwin: I think different solution is going to work in different places. I am a great believer in working to find local solutions. We've seen work being done on micro hydro and small-scale hydro. It is very difficult to use solar to deliver on the scale one might want. There are not really good solutions for a large school, for example, or hospital. In some places, wind pipes might be appropriate. But fundamentally, the issue is around a national grid being in place. I think in the last 20 years, many Western donors have rather turned their back on infrastructure projects. But we need to build roads, power grids etc.

I get back to China's experience. In the white paper on international development published last year, China did place particular emphasis on infrastructure. China's growth has been based on getting infrastructure right. That's not to say Western countries' interests in governance and democracy is wrong, far from it. But you do need to provide a basic level of services that people can then build on to use the energy to take ICTs forward.

IDGNS: You mentioned something about strategic partnership in your remarks earlier, to start later this year, can you explain a little more about it?

Unwin: Our new strategic plan has it that CTO will act as a broker or a godfather for one or two multi-stakeholder partnerships in a year. We have expertise in helping members, be it those in the private sector or government, to actually implement effective multi-stakeholder partnerships. A lot of people talk about partnerships and they still go through the mistakes people made 10 years ago. That's a bad use of scarce resources. I believe that we have the potential to really help them deliver partnerships more effectively. Our commitment is we will help people set up partnerships; we will give them models and practices to do so; we will broker and foster them to ensure that regular quarterly meetings are held and all partners come together and thereby help to contribute to their effective implementation.

途上国支援拡大の用意 世銀新総裁

【ワシントン=矢沢俊樹】世界銀行のキム新総裁は2日、欧州債務危機の状況を「非常に注視している」としたうえで、事態が悪化すれば中・低所得国向けの経済支援を拡大する用意があると語った。日本で今秋開く世銀の年次総会について「重要な会合になる」と語り、欧州問題を中心に世界経済・金融安定策で広範な合意形成を目指す考えを示した。

世銀本部で日本経済新聞など一部メディアの取材に応じた。キム氏は、欧州連合(EU)が欧州安定メカニズム(ESM)を通じた銀行直接資本注入などで合意したことを「とても勇気づけられる」と評価した。

世銀は金融危機を受けて2009年に資本増強と投票権改革で加盟国と合意済み。キム氏は「世銀(の財務基盤)は強力な状態にある」として、追加の資金調達がただちに必要な状況ではないとの認識を示した。

世銀の使命は「世界経済の成長持続だ」と強調。「危機に立ち向かう用意はできている」と述べ、欧州発の金融危機などが進展すれば資金支援などで途上国の成長を全面的に下支えする姿勢を示した。

米有力私大学長を務めたキム氏はゼーリック前総裁の後任で、アジア系出身で初めての世銀トップに就任。オバマ政権がキム氏を擁立した背景には、キム氏自身が立ち上げた財団の保健活動を通じて知り合ったクリントン元大統領や、ヒラリー・クリントン米国務長官らの強い後押しがあったとされる。

パソコン世界出荷台数0.1%減 4〜6月

【シリコンバレー=奥平和行】パソコン市場の停滞が続いている。米調査会社IDCが11日に発表した4〜6月期の世界出荷台数は、前年同期比0.1%減の8673万1000台となり、5四半期ぶりに減少した。米国を中心に景気減速や市場の成熟化の影響が続いていることに加え、需要を下支えしてきた中国などアジアの失速が響いた。

IDCは5月時点で4〜6月期の世界出荷台数が前年同期より2.1%増えると見ており、実績は予想を下回った。別の調査会社、米ガートナーが同日発表した4〜6月期の世界出荷台数も前年同期比0.1%減の8746万9000台にとどまった。

IDCの調査では、欧州・中東・アフリカと日本の出荷台数は前年同期を上回った。一方、米国の出荷台数は前年同期比10.6%減の1594万4000台にとどまり、予想の4.4%減を下回った。また世界最大のパソコン市場になった中国を含むアジア太平洋も微減で、リーマン・ショック直後の2008年10〜12月以来の前年割れになった。

中国では「経済危機の影響で欧州向け輸出が落ち込み、消費者マインドに陰りが出ている」(IDCのアナリスト、ジェイ・チョウ氏)。先進国、新興国ともに消費者がスマートフォン(高機能携帯電話=スマホ)などへの支出を優先していることや、米マイクロソフトの基本ソフト(OS)「ウィンドウズ8」の発売を前に、買い控えが起きていることも影を落とした。

IDCによると、メーカー別のシェアは米ヒューレット・パッカード(HP)が15.5%で首位だった。2位以下には中国のレノボ・グループ(14.9%)、米デル(11.1%)が並び、上位の顔ぶれは前の四半期と同じだった。

ただ、HPが市場低迷や自社のリストラの影響でシェアを落とす一方、レノボは先進国よりも相対的に堅調な新興国で強い事業基盤を持つほか、M&A(合併・買収)も活用して日本や欧州で事業を拡大。ガートナーの調査では首位HPに0.2ポイント差まで迫っており、「近く首位に立つ可能性もある」(アナリスト)との見方も出ている。

[FT]米国の干ばつ深刻、食料価格高騰のおそれ

米国を襲った25年ぶりの干ばつが同国の主要な穀物に深刻な被害をもたらし、世界経済がここ5年で3度目の食料高騰に見舞われる懸念が強まっている。

■生産量推定を12%減、在庫量推定は37%減に

米農務省は11日に発表した7月の穀物需給で、トウモロコシの収穫見通しについて1988年の干ばつ以来の大幅な下方修正を行った。2012〜13年の生産量推定を12%減とし、国内期末(13年8月末)在庫量推定を37%減とした。シカゴの先物ブローカー、RJオブライアンのリチャード・フェルテス氏は作柄悪化で「食料価格高騰が再来し、世界景気回復への不安材料に浮上する恐れがある」とした。

米国は世界最大のトウモロコシ輸出国で、大豆や小麦など他の穀物の主要供給国でもある。米農務省が毎月発表する穀物需給推定値は商品市場で最も注目される指標の一つだ。

収穫見通しが予想以上の大幅減となったため、トウモロコシと大豆の価格は上昇した。07〜08年の食糧危機時の急激な価格上昇や、10〜11年にロシアが穀物輸出の禁止を決めた後の急騰の記憶がよみがえってくる。しかし、政策担当者は新たな食糧危機が起こる可能性は低いとみる。食糧安全保障の要である小麦と米の世界供給量が比較的豊富で、価格が過去の高値水準を下回っているからだ。

■今後10年間は価格が高止まり

それと前後して、国連食糧農業機関(FAO)と経済協力開発機構(OECD)は、毎年発表する食料見通しで、少なくとも今後10年間は価格が高止まりすると警告を発した。

農業エコノミストは主な懸念材料に米国の干ばつを挙げ、トウモロコシと大豆の作柄が緊急事態に入ったと指摘。農務省発表の穀物需給では、6週間にわたる「持続的かつ極度の」高温と乾燥が「主要生育地域の大半で収穫予想を大きく低下させた」という。今週に入って気温は下がったが、中西部の農家は依然として降雨を待ちわびている。

米農務省はトウモロコシの収穫予想を1エーカー当たり146ブッシェルと6月の推定値から20ブッシェル引き下げた。今年秋の収穫量は6月推定の147億9000万ブッシェルから129億ブッシェルに引き下げた。期末在庫量は19億ブッシェルから12億ブッシェルへと大幅に下方修正した。

■トウモロコシや大豆の価格が最高水準に

トウモロコシのスポット価格は1ブッシェル7.855ドルに高騰、昨年記録した史上最高値の1ブッシェル7.9975ドルに迫った。モルガン・スタンレーの調査責任者、フセイン・アリディナ氏は需要減少のために「価格上昇」が必要だと指摘する。農務省は大豆についても大幅減産を予想し、世界の在庫は「最低レベル」に下がるとみる。大豆価格は今週、史上最高値に並ぶ1ブッシェル16.795ドルを付けた。

米IBM、6%増益 4〜6月、売上高は3%減

米IBMが18日発表した2012年4〜6月期決算は、純利益が38億8100万ドル(約3050億円)で前年同期と比べると6%増えた。売上高は3%減の257億8300万ドル。外国為替市場でのドル高が約10億ドルの減収要因となったものの、新興国や高収益のソフト・サービス事業の比率を高める戦略が、逆風下で利益を支えた。

1株あたり営業利益は3ドル51セントで、市場予想(3ドル42セント)を上回った。12年通期の利益予想については、1株あたり「15ドル10セント以上」に引き上げた。4月の発表では「15ドル以上」だった。

ユーロなど主要通貨に対するドル高は売上高を4%押し下げた。四半期ベースで減収となるのは、09年7〜9月期以来。為替の影響を除くと1%の増収だった。IBMの海外売上高は全体の約60%を占める。

為替変動の影響を除いた地域別の売上高を見ると、重点投資を続ける中国やインドなどBRICs地域が12%増。新興市場全体は8%増だった。一方、最大市場の米国と、債務危機が続く欧州に中東・アフリカを加えたEMEA地域の売上高はそれぞれ横ばい。日本は5%減だった。

売上総利益率は47.6%と、前年同期(46.4%)より1.2ポイント拡大した。IBMは利益率の低いハード事業を縮小する一方、積極的な買収などで利益率の高いソフト・サービス事業を拡大する戦略を進めている。

投資家の信頼が厚いIBMだが、IT(情報技術)投資減速の兆しが出る中で、売上高をどう伸ばすかが課題となっている。4〜6月期は景気の影響を最も受けやすいハード事業の売上高が前年同期比9%減と苦戦。主力のサービス事業もシステム構築が2%減、コンサルティングが4%減と不振だった。これまで好調だったソフト事業も失速し前年同期比横ばい。企業がIT投資に慎重になっている様子がうかがえる。

マーク・ローリッジ最高財務責任者(CFO)はアナリスト向け電話会見で、「6月は4、5月に比べるとよくなった」と述べ、年後半に向けた事業環境の改善を示唆した。ただ、企業が慎重姿勢を一段と強めれば、「計ったように正確」とされる利益計画に狂いが生じる可能性もある。(ニューヨーク=小川義也)

ニューヨーク(CNNMoney) 約50年ぶりの干ばつに見舞われている米国で穀物価格が急騰し、記録的な高値を付けている。

トウモロコシの価格は過去5週間で50%以上も上昇した。19日の先物市場でトウモロコシの12月限はブッシェル(約25キロ)当たり7.990ドルをつけ、昨年6月に記録した過去最高値の7.998ドルに迫った。9月限は約3%上げて8.166ドルの過去最高値を付けた。

大豆は6月初旬から約25%高騰、19日は11月限がブッシェル当たり約3%高い16.736ドルとなり、2008年に記録した過去最高の16.368ドルを上回った。

ビルサック農務長官は18日の記者会見で、今年のトウモロコシの78%、大豆の77%が干ばつの被害認定地域で耕作されており、収穫に影響が出るのは必至だと述べた。収穫高はトウモロコシが1エーカー(約0.4ヘクタール)当たり約20ブッシェル、大豆は同3ブッシェルの減少になる見通しだとした。

干ばつが続けば小売価格も高騰する可能性があると専門家は予想する。農務省の専門家によれば、一般的にはトウモロコシの価格が50%上昇するごとに食糧価格は1%値上がりする。ただし肉類や乳製品はもっと深刻な影響を受ける可能性があるという。

業界団体の専門家は、もし干ばつが長引けば、牛肉と豚肉、鶏肉は最大で10%値上がりする可能性もあると話している。

【シカゴ=野毛洋子】米で熱波による穀物被害が深刻になってきた。ビルサック米農務長官は18日緊急記者会見し、米国土の6割が干ばつに見舞われているとして事実上の非常事態を宣言した。トウモロコシの国際価格が1年1カ月ぶりに過去最高値を更新。穀物需給の逼迫が食肉など幅広い品目に波及し世界的な食糧インフレを引き起こす懸念も強い。減速傾向にある米景気・雇用にも大きな不安材料となりそうだ。

「(作柄の悪さは干ばつ被害で大減産となった1988年以来)この24年で最も深刻だ。オバマ米大統領とともに農業を守らなければならない」。同長官は会見で悲痛な表情を浮かべた。今夏の熱波は西海岸のカリフォルニアから南部フロリダまで米大陸を横断する格好で猛威を振るっている。

トウモロコシや大豆の世界的産地である中西部を直撃している形だ。両作物とも8割弱の生産が熱波で何らかの被害を受け、凶作の恐れが急速に広がっているという。米海洋大気局の基準では全米の55%が干ばつ状態にあり、1956年以降で最悪の状況だという。

米農務省は同日、公的低利融資や補助金などを受けられる「自然災害地域」にミシシッピなど南部州を中心に39の「郡」を追加。同地域の指定は29州1297郡と過去最高水準を更新した。指定拡大とともに特別融資金利引き下げなど農家への支援を強化している。

さらに同長官は「我々に与えられた手立ては少なく議会の力が必要」と与野党に早急に財政措置を含む抜本的な追加支援に動くよう要請した。背景には被害地域に共和党の地盤州が多く、オバマ政権への逆風が一段と強まりかねないことへの危機感もありそうだ。

穀物高騰への懸念は一段と強まりつつある。英バークレイズは18日のリポートで「2007〜08年、10年に続く食糧インフレに見舞われる可能性は急速に高まっている」と指摘した。

トウモロコシは指標となるシカゴ市場の先物価格が日本時間19日の時間外取引で期近の9月物が、初めて1ブッシェル8ドル台に乗せ、昨年6月の最高値(7.9975ドル)を超えた。大豆も期近の8月物が18日に続き最高値を更新し、初めて1ブッシェル17ドル台に乗せた。

米農務省が今週発表した7月15日時点の作柄は「優」と「良」の比率がトウモロコシは31%で前週比9ポイント低下。大豆は34%で同6ポイント低下した。深刻な干ばつ被害で大減産となった88年以来の低水準が続いている。

トウモロコシはすでに受粉期を過ぎており、仮に今後降雨があっても「作柄の回復は絶望的」(穀物アナリスト)だという。すでに最高値圏にある大豆についても「南米の生産能力が限られていて十分に代替生産がきかない。1ブッシェル当たり20ドルに達する可能性もある」(シティグループのスターリング・スミス氏)と予想する声も出始めている。

「干ばつは深刻な状況で、穀物への影響は疑いようがない」。ビルサック米農務長官は18日、オバマ大統領との協議後に記者会見し、事実上の非常事態宣言を行った。米海洋大気局によると、米本土の約55%が干ばつ状態となり、56年以降で最悪。穀倉地帯の米中西部などを直撃し、水不足や熱波で作柄が悪化し、トウモロコシは「不良」と「非常に不良」が4割近くに上る。米農務省はこれまでに29州1297郡を、農家への支援が可能となる「災害地域」に指定した。

不作懸念を受けてシカゴ商品取引所では先物相場が急上昇。トウモロコシは1ブッシェル(約25キロ)当たり8ドルを超え、19、20日の2日連続で過去最高値となり、大豆も3日連続で最高値を更新した。「今後の天候次第で更に上昇が続く」(穀物アナリスト)との見方が出ている。

Africa: Transform, Innovate, and Connect - a New Strategy for Information and Communication Technology

The World Bank Group aims to help developing countries use ICT for greater development impact.

A dramatic increase in use of mobile phones and the Internet; plunging prices of computing and mobile internet devices; the increasing prevalence of social media: these are some of the rapid changes seen in the information and communication technology (ICT) sector over the last decade.

The World Bank Group's new strategy for the ICT sector for the period 2012-2015 reflects this new context. It aims to help developing countries use ICT to transform delivery of basic services, drive innovations and productivity gains, and improve competitiveness.

"Information and communication technologies can help reduce poverty, boost economic growth, and improve accountability and governance," explains World Bank Vice President for Sustainable Development Rachel Kyte.

Three Priority Areas

The new strategy emphasizes the transformative potential of ICT - in areas such as accountability, energy, and health - while maintaining a steady focus on ICT-enabled innovation and ICT infrastructure. Bank Group support will be directed to three priority areas:

Transformation: Making development more open and accountable, for instance, by facilitating citizen feedback to governments and service providers; and improving delivery of services, such as education, health, and financial services.

Innovation: Developing competitive IT-based service industries and fostering ICT innovation across the economy - with a focus on job creation, especially for women and youth.

Connectivity: Leveraging private investments to help scale up affordable access to broadband - including for women, disabled citizens, disadvantaged communities, and people living in remote and rural areas.

"The World Bank Group's new strategy will help our client countries take advantage of the opportunities that ICT offers across all sectors of the economy, drawing on our unique expertise in public-private partnerships in the ICT sector."

Working with client countries

The new strategy builds on the Bank Group's experience working with client countries on ICT sector reforms, infrastructure development, and electronic government:

Over the 2000s, Bank support for ICT sector reforms helped attract an estimated $30 billion in private investment for mobile network infrastructure in the least developed countries. The IFC's $2.3 billion in telecommunications infrastructure investments and MIGA's $550 million in political risk guarantees also supported private investment in mobile service providers in difficult and high-risk environments.

Bank Group support for ICT applications has grown rapidly over the last decade, and over 70 percent of the 1,700 projects in the Bank's active portfolio now have ICT components.

Since 2007, the Bank Group has intensified its support for public-private partnerships for broadband and high-speed Internet, helping bring down retail prices and increasing the take-up of services, in some instances by a factor of 10.

Stakeholders from 17 low- and middle-income countries and four OECD countries provided inputs for the new strategy through a series of face-to-face and online consultations. The document also draws on a review by the Bank Group's Independent Evaluation Group.

For Rashad-Rudolf Kaldany, IFC Vice President for Global Industries, "The Strategy recognizes the vital role of the private sector in improving access to information infrastructure and services in developing countries." He explains that "IFC works with the private sector as an advisor, financier, and standard setter to help unlock the potential of ICT for development."

Jose Luis Irigoyen, the World Bank's Director for Transport, Water, and Information and Communication Technologies, underlines how "ICT offers new tools to directly address poverty by providing access to information, contributing to pro-poor market developments such as microfinance and mobile money, and equalizing opportunities in rural areas."

Collaborating across the Bank Group

Under the new strategy, the World Bank, IFC, and MIGA will work together to assist countries in unlocking the opportunities offered by ICT.

For instance, the World Bank will provide support for appropriate policy, legal, and regulatory frameworks, as well as catalytic investment in ICT backbone infrastructure; IFC will provide financing and advisory services to mobile operators; and MIGA will provide guarantees to support the roll-out of telecommunications networks and services.

"MIGA has contributed to the rapid growth of access to ICT services in emerging countries by mitigating the political risk of investments," says Michel Wormser, MIGA's Vice President and COO.

He adds that, "Under the new WBG strategy, MIGA will make available its insurance capacity to further accelerate ICT investments in higher-risk countries, notably fragile and post-conflict countries, where ICT will be key to growth, job creation, sharing of knowledge, and governance."

The ICT strategy will adopt a new approach to implementation, including country diagnostics to help prioritize Bank Group interventions at the country level and leverage more partnerships with external sources of expertise. A results-based framework will be used to track progress.

「人権侵害国への武器輸出禁止」 国連条約案まとまる

武器の国際的な取引を規制することで紛争防止を目指す国連の「武器貿易条約」の交渉で、初の条約案がまとまり、24日各国に配られた。目玉とされてきた「人権侵害国には武器を輸出しない」という人権規定が書き込まれた。対象とする武器の範囲は限定的だが、交渉開始3週間で条約案が煮詰まってきた。

米ニューヨークの国連本部での交渉会議で、議長を務めるアルゼンチンの大使が配った。非公式文書の扱いだった議長草案から一歩前進した。27日までの全会一致での合意を目指すが、「人権規定」に強く反対する国もある。

英語版の条約案はA4判で12ページ。規制対象となる武器が使われることで国際人道法や国際人権法に違反したり、テロや国際的な組織犯罪に使われたりする恐れがあると輸出国が判断した場合、輸出を許可しない義務があると定めている。各国それぞれの判断にゆだねているとはいえ、紛争国への武器流入を防げる規定が残った。

また、輸出許可についての情報を各国は10年間保存したうえ、条約事務局に毎年報告して公開する義務も盛り込まれている。報告内容は各国任せだが、武器貿易に一定の透明度を持たせられる可能性がある。

ただし、対象とする武器は「攻撃型ヘリコプター」など戦闘型を列挙しており、すべての武器をカバーしているとは言えない内容だ。小型の武器も対象にしているものの、実際の紛争地では「攻撃型」ではない軍用車両などが市民の殺害に使われることもあり、抜け穴を指摘する声もある。

五輪選手がツイッターで差別発言、ギリシャ代表外される

(CNN) ロンドン五輪に出場するはずだったギリシャの選手が、短文投稿サイトのツイッターでアフリカからの移民に対する差別的な発言をしたとして、ギリシャ選手団から追放された。ギリシャ五輪委員会の広報が25日に明らかにした。

五輪代表から外されたのは陸上女子三段跳びのパラスケビ・パパクリストウ選手。ツイッターに「ギリシャにはアフリカ人があまりに多い。西ナイルの蚊は少なくとも故郷の味が楽しめる」と書き込んだ。

ギリシャ五輪委員会はこの発言を「重大な過ち」とみなし、「許すことはできない」としてパパクリストウ選手の追放を決めた。

同選手は交流サイトのフェイスブックに謝罪のコメントを書き込み、「誰かを怒らせるつもりも、人権を侵害するつもりもなかった」と弁明している。

問題の発言に対しては一般からの批判も集中、同選手の追放を求める声が高まっていた。ギリシャ連立政権を構成する3党のうち2党も談話を発表。民主左派は「このような人種差別的なユーモアや『冗談』はギリシャ社会では容認されない。ギリシャ選手団で蔓延することもあってはならない」と強調した。

米国の干ばつ、食品価格への波及は秋以降に

【ワシントン=岩本昌子】米干ばつの食品価格への影響は秋口から来年に本格化する−−。米農務省は25日、歴史的な干ばつに関しこんな見解を明らかにした。肉類や乳製品の上昇が先行。シリアルなどトウモロコシ加工食品価格には10〜12カ月かけて影響が広がるとの見方だ。米国では、歴史的にトウモロコシの出荷価格が50%上昇すると、関係する食品の小売価格は0.5〜1%上昇するという。

同時に発表した月次の食品価格の見通しについては、2012年が2.5〜3.5%、13年が3.0〜4.0%の上昇とし、6月時点の予測を据え置いた。干ばつ被害の最終的な規模や商品価格への影響がまだ不明なためだ。

これに関連し、米農務省は同日、新たに6州の76郡を高温と干ばつによる自然災害地域に指定した。2012穀物年度に自然災害地域に指定されたのは全米31州1369郡になっている。

干ばつと米国のバイオ燃料政策が招いたトウモロコシ価格高騰の「大惨事」は、牛肉に続いて豚や鶏肉をぜいたくなメニューに変えようとしている。米食肉加工大手スミスフィールド・フーズのラリー・ポープ最高経営責任者(CEO)はこう警告した。

■飼料の価格が最高値を更新

世界の穀物の主要輸出国である米国では、50年ぶりの大干ばつと猛暑による被害でトウモロコシや大豆といった飼料の価格が今月に入り最高値を更新している。

「牛肉は高すぎて食べられなくなるだろう。豚肉もそれに続いており、鶏肉は牛肉との価格差を急速に縮めている。米国人からたんぱく質を取り上げるつもりか」とポープCEOは懸念する。

同社は米国産トウモロコシの単収(面積当たりの収穫量)が1エーカー当たり140ブッシェルを下回り、130ブッシェルに落ち込む恐れもあると予測している。すでに世界的な供給不足が懸念されるなか、米国の単収見込みが大幅に引き下げられる可能性があるとポープ氏は指摘する。政府の現在の見通しは146ブッシェルだ。

ポープCEOはフィナンシャル・タイムズ紙とのインタビューで「これは大惨事と言える」との見方を示した。

食肉加工業者は飼料価格急騰による圧力にさらされている。スミスフィールドの株価は24日までの1カ月間で13%下落した。

ポープ氏は同社が先物取引を活用し、飼料コストを「優に」2013年春まで確定していることを明らかにした。トウモロコシ価格が過去最高の1ブッシェル8ドルに急騰する前の6月18日に行われた取締役会では、同氏はこのポジションを擁護する説明をしなければならなかった。

同氏は「(1ブッシェル)6ドルに達したときはこの世の終わりとも思えた。まさか自分が7ドルで先物を購入したことを感謝するようになるとは想像もつかなかった」と述べた。

アナリストの間では、畜産業界は豚の処分によって飼料価格の上昇に対応するとの見方が大半を占めている。

ポープ氏は米国の食肉価格の年間上昇率は「優に10%を超える」のではないかとの懸念を示した。

■トウモロコシ使う燃料の基準緩和求める

スミスフィールドは業界他社と同様に、米国環境保護庁(EPA)に対して再生可能燃料基準(RFS)を緩和するよう求めている。RFSは、トウモロコシを原料とするエタノールの今年の使用義務量を130億ガロンに定めている。

米農務省の推計によれば、国内のトウモロコシ生産量の40%近くがエタノール精製に使われている。

ビルサック米農務長官はトウモロコシ生産州で政治的に人気の高いRFSの撤回に反対する意向を示している。

More Countries Join African Virtual University

Six more African countries have joined the African Virtual University (AVU) which offers an alternative solution to access to quality higher educationon the continent.

The countries which ratified the AVU Charter to become Member States include: Benin, Ghana, Guinea, Burkina Faso, Niger, and South Sudan.

The six countries signed the AVU’s charter joining eight other Sovereign states in the African Continent that were already AVU members. These are Kenya, Senegal, Mauritania, Cote d’Ivoire, Mali, Tanzania, Mozambique, and the Democratic Republic of Congo.

“This is a testimony that AVU is now the leading ICT in educationinstitution in Africa,” the AVU Rector Dr. Bakary Diallo said. According to a statement the focus of AVU is to promote use of Information and Communication Technologies (ICTs) in Education on the continent.

The statement says the AVU recently signed an MOU with the African Union Commission to promote education and the innovative use of ICT in Africa through eLearning programs with focus on teacher education, content development, infrastructure, quality assurance, open education resources, capacity building and networking.

Founded in 1997, the Dakar based AVU has graduated 43,000 students across Africa and established the largest network of Distance and eLearning institutions in over 27 countries in Sub-Saharan Africa.

トウモロコシのエネルギー利用削減を 米畜産団体が要請

大規模な干ばつで米穀物相場が高騰するなか、「食料・飼料用」と「エネルギー用」のトウモロコシ争奪戦が米国で深刻になってきた。全米19の畜産関連団体は30日、ガソリンに混ぜるエタノールの使用を求める規制を緩和し、エネルギー向けトウモロコシ需要を減らすよう米環境保護局(EPA)に要請した。

現行規制では2015年にエタノールの使用を150億ガロン(1ガロン=約3.78リットル)まで伸ばすよう求めている。この規制に従えば、今年は収穫量の約4割にあたる49億ブッシェルのトウモロコシがエタノール生産に使われる見通し。

これに対し畜産関連団体は、エタノールの使用規制を1年間にわたり全面停止、もしくは規制で定めた使用量を減らすよう求めた。全米豚生産者評議会は「エタノール需要を抑えなければ、干ばつの影響で今年から来年に飼料用トウモロコシは供給難に陥る」と指摘。全米飼料協会のサラ・ノバック氏も、トウモロコシの高値と供給難から「破綻する業者が出かねない」としている。

約半世紀ぶりとされる米国の干ばつの影響は、今月末ごろに被害規模が判明してくる見通し。同規制の動向が穀物相場に影響を与える可能性もありそうだ。(シカゴ=野毛洋子)
