Board of Directors of JAPAN SOCIETY FOR DISABILITY STUDIES, headed by Prof. Shinya Tateiwa who is the director of Ars Vivendi Institute, announced its statement on “COVID-19 and Persons with Disabilities” on 6 April 2020 as follows;
We express our sincere respect to the efforts of the government and medical professionals who are doing their best to prevent the spread of COVID-19. There are many challenges facing persons with disabilities related to COVID-19, but we focus on two here.
Provision of Accessible Information to Persons with Disabilities
We request governments and administrative organizations to provide information in various forms, including sign language, captions, and plain language and Easy Read versions, based on the Basic Act for Persons with Disabilities and the Act for the Elimination of Discrimination against Persons with Disabilities. We hope that by eliminating information barriers and providing reasonable accommodation, persons with disabilities are able to swiftly gain access to information on new coronavirus infections that separate life from death.
Ensuring Life and Safety of Persons with Disabilities: Fight against Eugenic and Ableist Thoughts
We request all medical professionals not to undervalue the lives of people with disabilities. It is “unfair discriminatory treatment” that the Act for the Elimination of Discrimination against Persons with Disabilities prohibits in both public and private sectors. The Convention on the Rights of Persons with Disabilities (CRPD), which Japan has ratified, also protects the rights of persons with disabilities to life (Article 10) and ensure the protection and safety of persons with disabilities in situations of risk (Article 11). We are globally witnessing discrimination against persons with disabilities, whose treatment has been denied or delayed based on eugenic and ableist thoughts that underestimate the value of life of persons with disabilities.
