WHOは、新興感染症・再興感染症に対応するために、2000年より、監視と迅速な対応を促進するための感染症対策のネットワークとして『Global Outbreak Alert and. Response Network（GOARN：グローバル感染症警報・対応ネットワーク）』を構築しました。SARSや鳥インフルエンザ発生時おいて、このようなネットワークは機能していたのでしょうか。報告から対応まで迅速に行うことは出来ていたのでしょうか。
In order to prevent the spread of new infectious diseases and the revival of older infectious diseases, the, WHO established the "Global Outbreak Alert and Response Network" (GOARN). This network helps prevent the spread of infectious diseases by monitoring the current status of the diseases and responding quickly. Concerning this network, I have two questions. First, did it function properly during the outbreak of SARS and bird flu? Second, was the network able to proceed smoothly from reporting the diseases to responding to them?

SARSや鳥インフルエンザは、世界的に知られている感染症ですが、このような世界の脅威となる可能性の高い感染症は多く存在していると思われます。例えば、Neglected Diseasesのような政治的、社会的、経済的など様々な要因で顧みられず、軽視されている感染症に対して、我々はどのように取り組んでいかなければならないのでしょうか。
SARS and bird flue are known worldwide, but there are many other infectious diseases which potentially pose a menace to the world. Among these, there are some infectious diseases such as the group of diseases known as the Neglected Diseases, which are not given high-priority attention because of political or socio-economic factors. My question is how should we tackle those overlooked infectious diseases?
