I will therefore not discuss these issues any further in this section. Let me just resolve a simple misunderstanding. As we saw in the previous section, the "welfare state" has been criticized on the one hand for excessive intervention and on the other for destroying direct interaction and relationships. And these criticisms are not contradictory. If distribution within autonomous relationships is not possible, or if it is accepted that certain obligations exist regarding distribution, there is no other subject to whom these responsibilities can be ascribed except the state (assuming we have no choice but to presume the existence of national borders). Also, and this is often overlooked, movement towards private relationships is not based on the idea of weakening intervention. On the contrary, intervention regarding the qualities and abilities of individuals ought to be more prevalent within private relationships. If this is indeed the case, it can be concluded that the only option left to us is the construction of a "welfare state" that is anti-interventionist, a welfare state in which distribution is conducted mechanically and everything else is left up to the individual◆31.
